Tribal Leaders Helping to Stem Violence in Diyala Province

WASHINGTON, March 16, 2007 Tribal leaders are cooperating with U.S. and Iraqi security forces to reduce terrorist-staged violence in Diyala province, senior U.S. and Iraqi military officials said today.
U.S. and Iraqi officials have urged prominent sheikhs in Diyala province to work with their people to become part of the security process and part of the political process (to) drive a wedge (between) the terrorists and any auxiliary support or direct support that they may receive from the people, Army Col. David W. Sutherland, commander of the 1st Cavalry Divisions 3rd Brigade Combat Team, said from his headquarters in Baqubah during a teleconference with reporters.
Baqubah is the capital city of Diyala and is located about 125 miles northeast of Baghdad.
The sheikhs were attentive during recent discussions, said Maj. Gen. Shakir Halail Husain, commander of the 5th Iraqi Army Division, and Sutherlands partner.
We explained to them that the coalition forces and the Iraqi security forces are working to serve them, and the government of Diyala is working to provide food and fuel for them, the Iraqi general commented through an interpreter at the news conference.
Those talks are paying off. Citizens in Muqdadiyah, Baqubah and Balad Ruz have provided tips that have resulted in the arrest of several terrorists, the Iraqi general said.
Yesterday, we arrested 17 of them, he said, and we killed six terrorists in the same area.
Sectarian violence in Diyala province, as measured by the number of murders and kidnappings, has decreased 70 percent in the period between July 2006 and February, Sutherland noted. However, attacks on U.S. and Iraqi security forces in the province have gone up, the colonel said.
This situation indicates the terrorists are trying to disrupt the operations by coalition forces working with the Iraqi security forces, Sutherland said.
Meanwhile, al Qaeda in Iraq has changed its name to the Islamic State of Iraq in order to posture as an Iraqi resistance group, the colonel said. However, this is the same foreign-led group dedicated to death and destruction, he pointed out.
Sutherland said his five-battalion force was recently reinforced by the 5th Battalion, 20th Infantry Regiment, which is equipped with Stryker vehicles. American soldiers in Diyala province work alongside Iraqi 5th Division-troops and 10,000 Iraqi police, he said.
And, recent U.S.-Iraqi anti-terrorist operations conducted in Balad Ruz, Katoon and Muqdadyidah have been successful, the Iraqi general noted.
We have scored big success in these areas, he said. We have improved security in Diyala province.

IED Kills Four Soldiers; Operations Net Terrorism Suspects

WASHINGTON, March 16, 2007 Four coalition soldiers died in a roadside-bomb attack today, and 34 suspected terrorists were detained in operations taking place over the past few days in Iraq, military officials reported today.
The Multinational Division Baghdad soldiers died when two roadside booms targeted their vehicles in Baghdad.
A bomb detonated near the units vehicles as soldiers were returning from cordon-and-search operations, officials said. A second bomb detonated shortly after the initial blast, killing the four soldiers and wounding two others.
An explosive ordnance disposal team found a third bomb at the scene, a device the military calls an explosively formed projectile a form of improvised explosive device terrorists have used recently that has proven deadlier than improvised explosive devices more commonly encountered. The EOD team conducted a controlled detonation of the third device.
This units soldiers recently aided in building several combat outposts and a joint security station in the eastern section of the capital, officials said, working with their partnered Iraqi security forces and continuing the ongoing transition toward Iraqi self-reliance.
Also in Baghdad, coalition forces detained 17 suspected terrorists over the past three days while targeting al Qaeda and foreign facilitation networks, coalition officials reported.
In an operation that began March 14, forces detained 12 suspects with alleged ties to al Qaeda and foreign fighter facilitation. Coalition forces found several AK-47s, artillery and mortar rounds, and bomb-making material.
A raid this morning in Baghdad resulted in the detention of four suspected terrorists with alleged ties to foreign fighter facilitation and anti-coalition forces activities.
In another operation, coalition soldiers killed an insurgent yesterday after spotting him unrolling wire to be connected to a roadside bomb west of Abu Ghraib.
Troops from the 5th Cavalry Regiment subsequently engaged the man with small-arms fire. No U.S. soldiers were injured during the incident.
In Mosul, a suspected terrorist with reported ties to al Qaeda was detained yesterday, military officials said.
Coalition forces will continue to systematically target al Qaeda in Iraq and foreign terrorist facilitators regardless of where they may hide or operate, Army Lt. Col. Christopher Garver, Multinational Force Iraq spokesman, said.

Al-Qaeda guide in south Baghdad Ahmad Al-Janabi arrested

An Iraqi moderate Sunni source confirms security reports that Ahmad Al-Janabi, Al-Qaeda guide in Latifiyya and Yusufiyah in south Baghdad, was arrested recently.
The source adds that Al-Janabi took part in battles in Afghanistan against the Russians before joining Al-Qaeda in Iraq against the Americans.
He maintains close relations with Saudi and Iraqi leaders in the Al-Qaeda in Mesopotamia.
Before his arrest, he was urging the Islamic insurgency in Iraq to occupy some areas in south Baghdad to take control of major roads to central and southern Iraq.

Surrey RCMP reacted swiftly to prevent the delivery of a parcel containing dynamite when officers surrounded a taxi as it was proceeding along 132nd Ave. at 11:35 p.m., Thursday. One male who was a passenger in the cab was arrested.
Several residences within a block of where the cab was stopped between 90th and 92nd Avenues were evacuated after a police dog confirmed there were explosives in a parcel found in the cab. The cab driver wasnt involved. But we have a male in custody, said Surrey RCMP media relations officer Cpl. Roger Morrow.
Morrow said police wouldnt be releasing any further information on the incident as it was part of an ongoing investigation. Surrey fire department and paramedics were called to the scene and everyone stood back until the RCMP Explosives Unit from Vancouver headquarters arrived and took possession of the explosives some hours later.

Turkish Police Raids Net 39 Al-Qaeda Members; Police Find Al-Qaeda Pledge in Turkish School

The Turkish daily Hurriyet reports that a police raid in several locations against Turkish Al-Qaeda netted 39 Al-Qaeda members.
The operation also turned up report cards from a school in Konya attended by the children of Al-Qaeda members that include a pledge "to Koran, to jihad, and to martyrdom." One side of the report cards contained the student's name and grade along with some Koranic verses, but the other side contained a pledge to the Koran, to jihad, and martyrdom. Some writing on the report cards is in Arabic instead of Turkish.
Also found was an amended, radical Islamist version of Turkey's national pledge, the original of which is recited daily in all Turkish schools. This amended version, which was found to be recited every day by the Al-Qaeda children aged four to nine, reads:
I pledge that I am a Muslim, hardworking, patient and determined.
My rules are to learn and understand the Koran, to live the Koran, to teach and spread the Koran, to obey its commandments, and to love the creation [of Allah].
As a Muslim, I dedicate my existence to my cause, to humanity, and to the way of Allah.
Oh Allah, we pray to live like shahids [martyrs] and to become shahids.
Also found in Konya was a site used as a madrassa where children over nine studied Koran and adults were taught about jihad and martyrdom.

The commander of the Law Enforcement Force (LEF) has said: We think it probable that the four kidnapped LEF officers have been sold to Abdolmalek Rigi's mini-group.
In an exclusive interview to Fars news agency, Brig-Gen Esma'il Ahmadi-Moqaddam spoke about the kidnapping of four LEF officers by the Jondallah terrorist mini-group (Sunni militant group operating in Sistan va Baluchestan Province, led by Rigi). He said: I think that the rebels who kidnapped the four officers have probably sold them to Rigi's terrorist mini-group.
He added: As regards the rank of the kidnapped officers, exaggerations have been made in which they have been reported to be majors. This is not true. The kidnapped officers were in the junior ranks.
The LEF commander said: NAJA (LEF: in Persian: Niru-ye Entezami-ye Jomhuri-ye Eslami) is pursuing the case.

Pro-Taliban activists in a Pakistani tribal area stoned and then shot dead two men and a woman for alleged adultery, officials and witnesses say.
About 800 tribesmen watched the executions by the pro-Taliban Lashkar-i-Islam (Army of Islam) group this week in the Bara region of the Khyber tribal district on the Afghan border, they said.
The trio was tied up with ropes, and tribal elders and other men gathered at a patch of open ground and stoned them.
Two masked members of the hardline group then shot them with Kalashnikov rifles, witnesses said.
"The Lashkar-i-Islam men caught them and after investigations it was proved that they were guilty of adultery," a group member said.

Fire investigators are labeling the massive fire that destroyed a train bridge Thursday night as "suspicious" and are asking for the public's help in determining whether it was arson.
An arson tip line has been set up and Fire Capt. Jim Doucette said the blaze "moved very, very fast," leading investigators to suspect it may have been set.
"Until we rule it out I would call it suspicious," Doucette said about noon Friday.
Investigators say it is unlikely that a grass fire sparked the blaze because the vegetation in the area is not dry enough for that.
The fire that erupted on Union Pacific tracks over the American River near Cal Expo was still smoldering at some points Friday morning, but firefighters expect to extinguish in the afternoon, fire officials report Friday morning.
The fast-moving fire, first reported at 5:41 p.m., quickly consumed the heavy-duty trestle timber and tracks just north of the river and west of the Capital City Freeway.
James Barnes, UP spokesman, said the last passenger train to travel over the bridge was 15 minutes before the fire was reported. The last freight train to cross the trestle was 45 minutes. Neither train reported anything out of the ordinary, which could explain how the fire started, Barnes said.
