Pakistani security forces have captured a high-ranking Taliban leader in the southwestern city of Quetta, a senior security official and Taliban sources said late Thursday

The capture of Mullah Obaidullah Akhund marked the first Pakistan arrest of a senior leader of the Islamist militia since it was driven from power in Afghanistan in 2001 when thousands of its fighters fled into Pakistan.

The security official and Taliban sources said Akhund, the third most senior member of the Taliban's 10-member leadership council, was arrested late on Monday, hours after a surprise visit to Pakistan by U.S. Vice-President Dick Cheney.

Former Iranian Defense Official Talks to Western Intelligence

A former Iranian deputy defense minister who once commanded the Revolutionary Guard has left his country and is cooperating with Western intelligence agencies, providing information on Hezbollah and Iran's ties to the organization, according to a senior U.S. official.

Ali Rez Asgari disappeared last month during a visit to Turkey. Iranian officials suggested yesterday that he may have been kidnapped by Israel or the United States. The U.S. official said Asgari is willingly cooperating. He did not divulge Asgari's whereabouts or specify who is questioning him, but made clear that the information Asgari is offering is fully available to U.S. intelligence.

Asgari served in the Iranian government until early 2005 under then-President Mohammad Khatami. Asgari's background suggests that he would have deep knowledge of Iran's national security infrastructure, conventional weapons arsenal and ties to Hezbollah in south Lebanon. Iranian officials said he was not involved in the country's nuclear program, and the senior U.S. official said Asgari is not being questioned about it. Former officers with Israel's Mossad spy agency said yesterday that Asgari had been instrumental in the founding of Hezbollah in the 1980s, around the time of the bombing of the U.S. Marine barracks in Beirut.

ARTICLE SNIPPET: "A bomb has exploded aboard a Trans World Airlines Boeing 707 at Las Vegas airport.
No-one was injured in the blast which destroyed the cockpit of the aircraft as it stood empty on the tarmac.

The explosion happened hours after an anonymous phone caller threatened TWA with a series of bomb attacks unless £760,000 was handed over.

The caller instructed airport officials at Kennedy Airport in New York to go to a locker where they found a note, which said there would be explosions at six hourly intervals on four of the company's aircraft.

Sniffer dogs found a bomb, which consisted of 3lb (1.36kg) of plastic explosives and a timing device, aboard a TWA aircraft at the airport in New York, 12 minutes before it was timed to explode.

It was found in a case labelled "crew" in the cockpit.

A few hours later police boarded a second TWA jet at the airport but nothing was found.

The aircraft which exploded in Las Vegas was thoroughly searched and left New York after the first bomb was discovered.

It flew to Las Vegas with only 10 passengers and was searched again once it landed.

The aircraft was then put under armed guard before the plane exploded seven hours later.

Debris was blown more than 100 feet (30 metres) away but two security guards escaped uninjured."

Man sneaks 14 guns into jet's cabin at OIA

An airline employee at Orlando International Airport used his security privileges Monday to sneak a duffel bag containing 13 handguns, an assault rifle and 8 pounds of marijuana aboard a Delta flight to San Juan.

Puerto Rico police arrested Thomas Anthony Munoz, 22, of Kissimmee and confiscated the weapons after he walked off Delta Air Lines Flight 933 on Monday afternoon, carrying a bagful of weapons. It was unclear Tuesday night precisely who notified Puerto Rico authorities at Luis Munoz Marin International Airport near the capital of San Juan, but it's possible that Munoz's arrest was part of a larger gun-running and drug investigation.

A federal official insisted that passengers were never in danger.

A sworn affidavit by an agent with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives in Puerto Rico states that police on the island were tipped by authorities in Orlando. According to ATF agent Marco Carrillo's affidavit, Munoz used his Comair identification card to sneak the weapons aboard. Munoz told Carrillo that another employee at the Orlando airport recruited him to smuggle the drugs and guns aboard after learning that he was having money problems.
That employee, identified in the affidavit only as ZAB, told Munoz he had smuggled guns and drugs to Puerto Rico before. He then offered Munoz $4,000 to $5,000 to do the same, Carrillo wrote in the affidavit. Carrillo went on to describe how the two men planned the deal: On Friday, they met at a convenience store in Kissimmee where ZAB received two wire transfers for $1,800 from a contact in Puerto Rico. The next day, they returned to the same store and received another wire transfer of an undetermined amount of money. Then, Sunday, Munoz went to ZAB's house in Kissimmee, where he watched the man pack the duffel bag with marijuana and weapons that he had bought at a gun show in Tampa.

At about 2 a.m. Monday, Munoz returned to ZAB's house, where the two men plotted how Munoz would skirt the security network at the airport. They arrived at the airport an hour later and gained access to restricted areas by using their identification cards, Carrillo stated. That's how Munoz was able to sneak the bag past the airport checkpoints manned by the Transportation Security Administration. He placed the guns and drugs at a secure area near a departure gate, and by 11:04 a.m. he was boarding the plane with the duffel bag. It's not clear how much federal authorities knew at this time or whether they had agents aboard the plane watching Munoz. Puerto Rico police Superintendent Pedro Toledo said Tuesday that gun running from the mainland, especially Central Florida, is a major problem on the island that fuels a black market and a high murder rate.

KINSHASA (Reuters) - Democratic Republic of Congo's top nuclear research official has been arrested, the government said on Wednesday, after a Kinshasa newspaper reported uranium had gone missing from an atomic institute in the city.

"We have been informed that he has been arrested," said Godefoid Mayobo, minister in the Prime Minister's office and government spokesman.

"We are waiting for the results of the inquiry. We are not aware of the details." He did not say why Professor Fortunat Lumu, Commissioner General for Atomic Energy, was arrested.

Kinshasa's Le Phare newspaper reported on Wednesday two senior officials had been detained after the disappearance of around 100 bars of uranium from the city's Regional Centre for Atomic Energy.

The centre houses a small, inactive research reactor on a university campus."

A 55 metre yacht was contacted on VHF by a passing vessel asking for a weather report and number of crew on board. Suddenly four suspicious speedboats with three persons on each boat emerged from the lee of the vessel and sped towards the yacht. One boat had a tripod mounted in the bow. Skipper raised alarm, crew mustered and activated fire hoses. A distress message was sent by VHF. A coalition warship responded to the distress call. Skipper doubled anti piracy watch. Suspicious boats moved away

27.02.2007 0415 LT about 5 nm off Lagos, Nigeria.
Two robbers armed with knives boarded a ship at anchor via the stern. They threatened the watchkeepers with knives and stole two mooring ropes. Alarm was raised. Robbers left without taking anything else. Inspection showed. One fire hose was cut in two but robbers left it behind. No one was hurt. Port control informed.

Ten pirates armed with long knives boarded a ship from the fore part. Pirates tied up the duty AB and asked for ship's store keys. D/O spotted pirates and raised alarm and crew mustered. Pirates escaped with ship's stores. No one was hurt. Port control informed however no action taken.

12.02.2007 0920 LT , Gulf of Aden.
While underway, crew onboard one of the Blue Water Rally group of yachts spotted a small boat approaching a 53 foot ketch. Skipper tightened the formation of his yachts and took precautionary measures. The small boat moved to the stern of the formation and was later joined by another larger boat and they followed the formation at a range of one mile. Yachts sent a distress message via vhf radio. One of the coalition warship appeared in the vicinity and the trailing boats abandoned the chase.

Letsinger has noted five highly publicized cases brought by the United States Attorney’s Office, Western District of Texas. That “someone” that may be killed is not likely to be a civilian, according to Letsinger. “The checklist is getting too long before you [as a law enforcement officer] decide ‘is it going to be me or you?’” he said.

Letsinger is Deputy Sheriff Gilmer Hernandez’s boss. And today, Hernandez sits in the GEO Group jail in Del Rio, Texas, awaiting sentencing that could incarcerate him for ten years in a federal penitentiary. Hernandez’s crime was that he used a firearm, he contends, in self-defense. The feds say he violated the civil rights of an illegal alien in doing so."

"Your Honor,

I have served the enforcement of the law and the protection of the public for 25 years, 15 of them as an elected Sheriff. I have been cross-designated with the DEA. I was the Task Force Officer and case agent in the prosecution of a Conspiracy to Traffic Narcotics in violation of Federal Statutes. I fully understand the need to protect the rights of all individuals, especially the rights of the accused. I understand the need to defend the rule of law and the Constitution. I understand the need for 18 USC § 242, Deprivation of Rights Under Color of Law. I also understand the Doctrine of Self-defense from the use and threatened use of deadly force.

I have always believed that those of us that protect and defend the law are obligated to truth. The truth to disclose to a Jury or Grand Jury all the facts, all the evidence, the truth and the whole truth. We must do this even if the guilty are not indicted or found not guilty. Justice is only truly served with the truth.

I cannot begin to explain to anyone my dismay when I was informed of the guilty verdict handed down against Deputy Sheriff Guillermo F. Hernandez. I assure you that I became truly ill. I could have not been any more upset if the verdict had been passed on my own son.

My first thoughts were that the system that I have served for 25 years had failed. For about three days I was ashamed to be part of the law enforcement community that serves and protects the Constitution. Finally I remembered what I already knew. The Grand Jury did not fail, they indicted on the information they were given. The Jury did not fail, they convicted on the evidence presented. The Court did not fail the system. The Court does not control the investigation or the prosecution’s presentation of the facts.

I know that the system only fails when we (law enforcement officers and prosecutors) the protectors of the system fail the system by not disclosing to the jury the whole truth, all the facts and all the evidence. We fail the system when we imply to the jury wrong doing when there is none. When it is implied that evidence was not collected to protect an officer from prosecution. When we know that the policy requires another agency to collect that evidence and the prosecution knew the evidence was collected. We fail the system when we imply to the jury that policy is law. When we know that policy is only a guideline for operations. When we imply before a jury that evidence may have been tampered with. When those of us who know better know that it is a simple thing for the FBI to test a videotape to see if it has been erased or tampered with. We fail the system when an expert witness testifies with words like “There were four shots fired and maybe six.” When we posture before the jury with implications that we do not believe the integrity of a witness when we know the witness is honorable and truthful. We fail the system when we know a witness for the government has made false statements to investigators and we justify those statements as confusion and we do so for a conviction. We fail the system when we buy witnesses and purchase testimony at the expense of our Statutes.

Your Honor, no man should stand for judgement based on prosecution courtroom antics in the name of advocacy based on false statements and implied evidence. As God is my witness Deputy Hernandez is a good and honorable young man. Deputy Hernandez told the truth when he said the driver of the vehicle tried to run him over. Even the statement of Yvonne Hernandez-Morales supports Deputy Hernandez. “When the officer got to the drivers door the driver took off.” Deputy Hernandez and his wife could have told any story they wanted. Deputy Hernandez was shooting at the tires trying to stop a vehicle whose driver was evading arrest or detention. Deputy Hernandez had every right to arrest and detain the driver of the evading vehicle. Deputy Hernandez did not intentionally harm anyone. Deputy Hernandez is a good enough shot to have placed all the rounds in his weapon right through the back glass of the suburban.

Your Honor, I respectfully request that you sentence Guillermo Falcon Hernandez to time served and release him from custody.

Beltran-Moreno became a suspect after investigators took an artist's sketch to a migrant worker camps east of Bradenton.

Investigators have said they believe that Clay was picked out at random and that the kidnapper planned to leave him tied up in the woods until a ransom was paid."

ICE Agents, Local Law Enforcement Agencies Seize 19,000 Pounds of Marijuana
School buses were used in drug smuggling case

HOUSTON - Federal and local law enforcement officers seized more than 19,000 pounds of marijuana with an estimated street value of $13 million yesterday inside two yellow school buses at a remote Southeast Houston location.

The participating law enforcement agencies included: U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), Harris County Sheriff's Department (HCSD), Houston Police Department (HPD) and Pasadena Police Department (PPD).

As part of an on-going investigation, ICE agents conducted surveillance at the remote Southeast Houston location over the weekend, and identified this area as an offloading and distribution site for large amounts of marijuana shipments illegally imported from the Southern border.

During the surveillance, ICE, CBP and other local law enforcement agencies observed numerous van, truck and vehicle traffic. Two yellow school buses were also used in this apparent drug-smuggling operation at the site.

When ICE, CBP and other law enforcement officers entered the area, they discovered several vehicles containing large amounts of marijuana inside. Overall, ICE agents and the other law enforcement officers seized more than 19,000 lbs (9½ tons) of marijuana, and seized many of the vehicles.

"This significant drug seizure exemplifies the professional teamwork among our local, state and federal law enforcement partners," said Robert Rutt, special agent-in-charge of the ICE Office of Investigations in Houston. "We work aggressively to keep drugs out of our communities, and to dismantle the criminal networks that profit from narcotics trafficking."

Two individuals were apprehended at the site and now face federal drug charges.

This is an ongoing ICE investigation.

ARTICLE SNIPPET: "The former chief of Cuba's military medical services is calling for international weapons inspections of a secret underground lab near Havana, where he says the government is creating biological warfare agents like the plague, botulism and yellow fever.

Roberto Ortega, a former army colonel who ran the military's medical services from 1984 to 1994, defected in 2003 and now lives in South Florida.

After living here quietly for four years, this week Ortega went on the Spanish-language media circuit to denounce what he claims is an advanced offensive biological warfare weapons program. He spoke Tuesday night at the University of Miami's Institute for Cuban and Cuban-American Studies where one angry heckler stormed out accusing him of deliberately sowing fear among Cuban exiles.

''They can develop viruses and bacteria and dangerous sicknesses that are currently unknown and difficult to diagnose,'' Ortega told The Miami Herald. "They don't need missiles or troops. They need four agents, like the people from al Qaeda or the Taliban, who contaminate water, air conditioning or heating systems.''

He said Cuba was ready to use the biological agents ''to blackmail the United States in case of an international incident'' such as the threat of a U.S. invasion.

The Cuban government has denied such programs exist, but if Ortega's allegations are true Washington could face the prospect of an enemy nation 90 miles away with the capability of launching germ attacks.

He said he told the CIA nearly two years ago about the secret Cuban facility, and is speaking publicly now because he did not see the CIA take action on his information and wants international inspections of the lab.

The Cubans "can develop viruses and bacteria and dangerous sicknesses that are currently unknown and difficult to diagnose,” Ortega told the Miami Herald. "They don’t need missiles or troops, they need four agents, like the people from al-Qaida or the Taliban, who contaminate water, air conditioning or heating systems.”

According to Ortega, Cuba was prepared to use the biological weapons "to blackmail the United States in case of an international incident” such as the threat of an American invasion."

ARTICLE SNIPPET: "A ruling from the 9th U.S. Circuit Court of Appeals has concluded that municipal employers have the right to censor the words "natural family," "marriage" and "family values" because that is hate speech and could scare workers.

The ruling came in a case being handled by the Pro-Family Law Center, which promised an appeal of the drastic result.

"We are going to take this case right up the steps of the United States Supreme Court," said Richard D. Ackerman, who along with Scott Lively argued the case for the Pro-Family Law Center."

U.S. Embassy Dhaka issued the following Warden Message on March 7:

This Warden Message is to alert all U.S. citizens that members of the banned Bangladeshi terrorist group Jamaatul Mujahidin Bangladesh (JMB) may attack Bangladeshi or Western targets to protest the anticipated execution of six senior leaders now on death row. Although the timing of the executions is unclear, they could occur at any time now that President Iajuddin Ahmed has reportedly rejected all clemency appeals. While we cannot substantiate media speculation that JMB members intend to conduct reprisal attacks, U.S. citizens are encouraged to take seriously the possibility of violent JMB action before or after the executions. JMB is responsible for orchestrating over 400 small, simultaneous bombings around Bangladesh in August 2005. JMB subsequently conducted a number of suicide attacks, but has not launched a successful operation since December 2005. Its known senior leadership has since been arrested.

We remind all U.S. citizens to be alert to current developments, such as JMB executions, that could affect their personal security. All U.S. citizens are strongly urged to exercise good personal security practices and maintain low profiles by following the guidance offered in the Department of State's web link on personal safety (http://www.state.gov/m/ds/rls/rpt/19773.htm ). Although the entire page is important, the third and fourth sections offer critical advice for enhancing personal safety while traveling and staying in a hotel. The three best ways for Americans to protect themselves are: 1) varying the routes and times they travel to and from work or any other regularly visited place, 2) using the buddy system when walking in their neighborhoods, and 3) carrying their mobile telephones with them.

Please continue to monitor the Embassy's website for updated security information, dhaka.usembassy.gov. For the latest security information, Americans living and traveling abroad should regularly monitor the Department's Bureau of Consular Affairs Internet web site at http://travel.state.gov, where the current Worldwide Caution Public Announcement, Bangladesh Public Announcement, Bangladesh Consular Information Sheet and other Public Announcements and Travel Warnings can be found.
