Pakistani security forces have captured a high-ranking Taliban leader in the southwestern city of Quetta, a senior security official and Taliban sources said late Thursday

The capture of Mullah Obaidullah Akhund marked the first Pakistan arrest of a senior leader of the Islamist militia since it was driven from power in Afghanistan in 2001 when thousands of its fighters fled into Pakistan.

The security official and Taliban sources said Akhund, the third most senior member of the Taliban's 10-member leadership council, was arrested late on Monday, hours after a surprise visit to Pakistan by U.S. Vice-President Dick Cheney.

Iranian Navy Seizes 15 British Sailors

WASHINGTON, March 23, 2007 – The British government is demanding the immediate and safe release of 15 sailors whose boats were surrounded by Iranian navy vessels and escorted into Iranian territorial waters in the Persian Gulf this morning.
U.S. Naval Forces Central Command officials said the Royal Navy sailors were engaged in routine boarding operations of merchant shipping in Iraqi territorial waters in support of U.N. Security Council Resolution 1723 and the government of Iraq.

The boarding party had completed a successful inspection of a merchant ship when they and their two boats were surrounded, officials said.

The Iranian ambassador was summoned to the British Foreign Office, and the British government is demanding the immediate and safe return of their people and equipment, officials said.

Royal Navy forces operate as part of Combined Task Force 158. CTF 158’s mission is to maintain security and stability in Iraqi territorial waters and to protect the Iraqi oil terminals, under the U.N. mandate set out in the Security Council’s resolutions on Iraq.

CTF 158 is commanded by Royal Navy Commodore Nick Lambert and operates as one of three coalition task forces in the Combined Maritime Forces under the leadership of U.S. Navy Vice Adm. Kevin Cosgriff, commander of U.S. Naval Forces Central Command and the U.S. 5th Fleet.

Woman pleads guilty to million-dollar fraud of immigration applications
NEW YORK, NY - Michael J. Garcia, the United States Attorney for the Southern District of New York, and Kevin Delli-Colli, the Acting special agent in charge of the New York Office of Immigration and Customs Enforcement (ICE) announced that Maria Maximo, 56, pleaded guilty today in Manhattan federal court to charges relating to two schemes to defraud immigrants by charging them between $500 and $2,500 to file immigration applications that Maximo knew were baseless and would ultimately be denied. According to the felony Information to which Maximo pleaded guilty, and other documents publicly filed in this case:

Between June 2004 and early 2005, Maximo, on behalf of approximately 500 illegal immigrants, prepared applications to a purported "work permit program" through which, Maximo claimed, the immigrants would receive valid United States work permits. Maximo charged $500 for the preparation of each of these approximately 500 applications. United States Citizenship and Information Services (USCIS) had no such "work permit program" and offers employment identification cards only to immigrants who have visas allowing them to work in the United States, or who are applying for immigration status which, if granted, would allow them to work. As a result, USCIS denied the approximately 500 invalid applications.

In another facet of the scheme, between May 2005 and January 2006, Maximo charged approximately 1,700 people between $500 and $2,500 for the preparation of applications to what she promoted as a "legalization program" open to virtually any illegal immigrant. Maximo claimed that through the "legalization program" applicants could receive work permits and ultimately green cards. Instead, Maximo filed applications for what is known as the LULAC program (named after a lawsuit involving the League of United Latin American Citizens), a limited amnesty program of which one of the eligibility requirements is that applicants have resided in the United States since at least January 1, 1982. Nevertheless, Maximo told applicants who had resided in the United States for a shorter period that they were eligible for a green card under the LULAC program and submitted applications on their behalf. As a result, at the time charges were filed against Maximo on March 29, 2006, USCIS had already rejected more than 750 of Maximo's LULAC applications on the ground that the immigrant had not lived in the United States since 1982. Hundreds of additional applications are in the process of being evaluated and appear not to be legitimate.

Maximo received well in excess of $1,000,000 from these immigration schemes.

Maximo was arrested in connection with these charges on April 4, 2006. She pleaded guilty today to two counts of mail fraud -- one for the "work permit" scheme and one for the "legalization" scheme. During her plea, Maximo admitted that she knew some of the applicants did not qualify for the programs and that she failed to tell the applicants that they did not qualify but rather took their money and submitted their applications to USCIS.

On each count, Maximo faces a maximum sentence of 20 years' imprisonment and a maximum fine of the greater of $250,000, or twice the gross gain or gross loss from the offense. Maximo may also be required to make restitution to her victims and forfeit to the United States the proceeds of her schemes. To date, the government has seized approximately $998,000 in funds that constitute or are derived from proceeds traceable to the commission of the offenses.

Mr. Garcia praised the efforts of ICE for the investigation of this case. In addition, Mr. Garcia thanked USCIS, the Bronx District Attorney's Office, the New York State Police Department, and the New York Attorney General for their assistance in this matter.

Assistant United States Attorneys Arlo Devlin-Brown and Margaret Garnett are in charge of the prosecution and Assistant United States Attorney Seetha Ramachandran is in charge of the forfeiture proceedings.

Gang member wanted for murder of Mexican state police officer captured in Los Angeles and deported





LOS ANGELES - A man wanted by the Mexican government for the murder of a police officer and the attempted murder of two others in Zacatecas, Mexico, was turned over to the custody of Mexican law enforcement officials today following his arrest yesterday.

Odilon Carlos, also known as Odilon Carlos-Marquez, 27, of Zacatecas, Mexico, was taken into custody yesterday morning by the FBI's Fugitive Task Force near his girlfriend's residence in Huntington Park, aided by officers from U.S. Immigration and Customs Enforcement (ICE) fugitive operations team.

Carlos, a member of the 18th Street "transnational" gang in Los Angeles, was previously deported in 2005 after serving five years in prison for a 1999 felony conviction for possession of an UZI automatic weapon. On December 28, 2006, Carlos allegedly used an UZI 9 mm machine gun to fire on three Zacatecas municipal police officers. One officer was killed and the others sustained serious injuries. An exhaustive manhunt ensued after Carlos was thought to have fled into the mountains near Zacatecas. Police searched several days for Carlos utilizing helicopters and canines, but were unable to locate him in the rugged terrain.

In March 2007, agents with the FBI's Mexico City Legal Attaché, stationed in Guadalajara, Jalisco, were contacted by Mexican law enforcement authorities who had developed information that Carlos had illegally returned to the United States and was residing in Los Angeles.

"This capture should send a message to fugitives from justice that crossing the U.S.-Mexican border does not provide sanctuary," said J. Stephen Tidwell, assistant director in charge of the FBI in Los Angeles. "The FBI has and will continue to work jointly with Mexico and other foreign governments, and our partners in the United States, to apprehend violent criminals whose capture serves the interest of law-abiding citizens in any country."

Carlos, a convicted felon, was previously removed from the United States in 2005. ICE reinstated that previous removal in order to carry out his deportation today. ICE officers and members of the Fugitive Task Force transported Carlos to the border crossing at San Ysidro today, where he was turned over to Mexican immigration officials.

"Since January of last year, ICE's Los Angeles fugitive operations teams have taken custody of 39 foreign nationals who were being sought in their native countries for serious crimes, including rape and murder," said Jim Hayes, Director for ICE's Los Angeles Field Office. "As a result of these efforts, these suspects have been returned to their home countries to face justice. The message for violent fugitives who flee to the United States is clear - you can't outrun the law."

This successful apprehension was the result of a joint operation by Mexican law enforcement authorities working cooperatively with the FBI's Legal Attaché in Mexico City and the FBI's Fugitive Task Force in Los Angeles, with assistance provided by ICE. Agents with the California Department of Corrections and Rehabilitation - Division of Adult Parole Operations also provided assistance. Analytical support on the case was provided by L.A. CLEAR. The FBI's Fugitive Task Force in Los Angeles is made up of officers with the Los Angeles Police Department and agents with the FBI.

Bob Rosenberg, senior vice president of government affairs for the National Pest Management Association, said it would be unusual for the wheat to be tainted.

Baghdad Operations Continue; Several Weapons Caches Found

WASHINGTON, March 23, 2007 – U.S. and Iraqi security forces continued clearing operations in Baghdad today, while other coalition and Iraqi security forces discovered and destroyed several enemy weapons caches in the past few days, officials said.

Nearly 1,600 U.S. and Iraqi security forces teamed up for a second day of anti-terrorist operations in Baghdad’s Mansour district, officials said. During this sweep, U.S. soldiers with the 2nd Infantry Division’s 3rd Stryker Brigade Combat Team rescued a kidnap victim. The soldiers also found a weapons cache that yielded several AK-47 rifles, ammunition, mortar rounds and other ordnance.

Also today, U.S. troops operating northwest of Taji arrested seven suspected al Qaeda in Iraq terrorists and destroyed an enemy weapons cache during two raids, officials said, and U.S. soldiers detained five more suspected terrorists in Mosul during another raid today.

American soldiers found two large ammunition caches esterday; one cache was discovered near Mushadah and the other was found near Radwaniyah. Both caches were destroyed by explosive ordnance disposal teams, officials said.

Both caches contained machine-gun ammunition, rocket-propelled grenade rounds, mortar rounds and other ordnance, officials said.

“Discovery of caches like this impedes the terrorists’ ability to harm coalition forces and Iraqi civilians,” said Army Maj. Web Wright, a spokesman for the U.S. 10th Mountain Division’s 2nd Brigade Combat Team, which participated in the Mushadah operation.

Iraqi security forces and U.S. soldiers found another large weapons cache during combined operations in Zubaida on March 21. That cache contained mortar rounds, blasting caps, grenades, and other materials suitable for use in the making of improvised explosive devices, officials said. The cache was destroyed.

Iraqi National Police found a weapons cache during a search of the Al Baneen Mosque in southeast Rashid on March 21, officials said. Iraqi civilians tipped off authorities about suspicious activity in the area. The police confiscated the cache while U.S. soldiers cordoned off the area. The cache yielded several AK-47 rifles, some rocket-propelled grenade launchers, a spool of copper wire, and other bomb-making materials.

In other Iraq news, terrorists detonated explosives to damage a bridge in western Kirkuk province March 21, officials said. About 36 feet of the bridge located near the village of Shumayt was rendered unusable by the explosions, officials said, noting the bridge is much-used as a crossing over the Zaab River.

“The real effect may be shortages in supplies that impact the daily life in the local villages,” said Mohammed Mushi, a senior local Iraqi official.

However, the damage to the bridge likely will be repaired within weeks, said Army Maj. Michael Benson, an American military engineer officer with the 25th Infantry Division’s 3rd Brigade Combat Team.

DoD Releases More Tribunal Transcripts

WASHINGTON, March 23, 2007 – After hearing the allegations against them, one detainee at Guantanamo Bay, Cuba, claimed ignorance of his alleged role in two U.S. embassy bombings, and another, accused of financing terrorist attacks in Southeast Asia, said nothing.

The Defense Department today released the transcripts of the combat status review tribunal hearings for Ahmed Khalafan Ghailani and Mohamed Farik bin Amin Zubair. The tribunals, held at the Guantanamo detention facility, were administrative hearings to determine only if the detainees could be designated enemy combatants.

In his March 17 hearing, Ghailani was accused of purchasing and supplying TNT, detonators and the vehicle used to hold a bomb that exploded near the U.S. embassy in Dar es Salaam, Tanzania, killing 12 and wounding 85.

Ghailani claimed he assisted the attack planners unintentionally.

“I brought the TNT and the gas cylinders to the Ilala house (where the bomb was assembled). … I gave the detonators to Fahad at a different location," he said. “It was without my knowledge what they were doing, but I helped them."

Ghailani claims he was present when attack planners purchased the 1987 Nissan Atlas truck they later used to conceal the explosives. He denied paying for the vehicle and claimed he didn’t know its ultimate purpose.

Additionally, Ghailani is accused of providing a cell phone used to coordinate a near-simultaneous attack on the U.S. embassy in Nairobi, Kenya, that killed 213 people, including 12 Americans, and wounded more than 4,500.

The detainee said he purchased the phone and frequently lent it to a friend. Ghailani claimed he was unaware it was being used to communicate terrorists in Kenya, as the tribunal has alleged.

“I bought the phone for Mustaffa under my name … but Mustaffa kept borrowing it,” Ghailani said. “He never told me who he called, when, why, or who called him. I never asked him for this information.”

Expressing remorse for what he portrayed as his ignorant role in the terrorist attacks, Ghailani said, “I apologize to the United States government for what I did. And I'm sorry for what happened to those families who lost, who lost their friends and their beloved ones."

Ghailani confessed that after the embassy bombings he attended the al Fouruq terrorist training camp in Afghanistan for three months in 1998, where he learned how to detonate explosives and handle an AK-47 assault rifle.
“I wanted this for self defense,” he said, furthering his plea of ignorance.

While in Afghanistan, Ghailani met al Qaeda leaders Osama bin Laden and Khalid Sheikh Mohammad. One of the FBI’s Most Wanted Terrorists, Ghailani was working for al Qaeda as a passport and document forger in Pakistan when he was captured in 2004.

Ghailani and Zubair are two of 14 high-value detainees who were transferred Sept. 6 to Guantanamo Bay from CIA custody. The CSRT hearings for these detainees are not open to media because of national security concerns, DoD officials said.

During his March 13 hearing, Zubair was accused of personally transporting $50,000 in U.S. currency, a portion of which was used to finance terrorists safe houses and obtain explosive materials for the Aug. 5, 2003, bombing of the J.W. Marriott hotel in Jakarta, Indonesia, that killed 12 and injured 140, including two U.S. citizens.

When the tribunal President asked Zubair if he wished to make an oral statement, the detainee turned his head side to side, and in a low voice answered, ‘no.’

The U.S. government established the CSRT process at Guantanamo Bay as a result of a June 2004 Supreme Court decision in the case of Salim Ahmed Hamdan, a former driver for Osama bin Laden, who challenged his detention at Guantanamo Bay. Between July 2004 and March 2005, DoD conducted 558 CSRTs at Guantanamo Bay. At the time, 38 detainees were determined to no longer meet the definition of enemy combatant, and 520 detainees were found to be enemy combatants.

ARTICLE SNIPPET: "The following are excerpts from an interview with Lebanese Sunni cleric and former MP Fathi Yakan, which aired on Al-Jazeera TV on March 16, 2007.

Yakan is the founder and head of the Lebanese Islamist Front. He holds a Ph.D. in Arabic and Islamic Studies, and was secretary-general of the Lebanese Al-Jamaa Al-Islamiya group until he won a parliamentary seat, which he lost in 2005.

In a visit to Iran last week, he called for a joint defense pact for Iran and Arab and Muslim countries to defend the Muslim world. He also said, "Muslims of the world are united in efforts... to counter the U.S. and Zionist regime's threats, aggressions, and plots." [1]

The excerpts of Yakan's Al-Jazeera interview are followed by transcripts of two previous MEMRI TV clips of his interviews on Hizbullah's Al-Manar TV.
