Someone should start making a list of the IRS shenanigans Bill and Hillary have participated in... some of this is just speculation:
The underwear write-off is very minor on this list -- but certainly indicative of Bill/Hill's mindset: they want every dime of deductions than can possibly justify.
Cattle-futures: Hillary "made" $100K in less than 11 months from a $1K start. Was any of this recorded and taxed (it would all have been short-term gains and taxed at regular rates).
Now here's one that never got ANY attention: about 2 years into the Whitewater scandal, Clinton's Arkansas lawyer (the guy who hooked up Hillary with the cattle-futures scam) hauled Jim and Susan McDougal into the White House where they "took ownership" of the remaining interest of the Whitewater Partnership from the Clintons -- just to remove them from the legal threats. By doing this, the McDougals were relieving the Clinton's of a huge debt obligation: this was never recognized on their IRS return (also, the Clinton's never "paid" for their share in this partnership but fought to get credit for the "losses" that were write-offs form this failed scam).
Now we have this "Charitable Foundation/Trust" which, we know, is a tax dodge (for people like Warren Buffett and Bill Gates Sr. who can afford to set up these foundations to avoid estate taxes but they don't want estate taxes eliminated for anyone else who may not be rich enough to set-up such a foundation). And, of course, we know that these Foundations are a way of funding outfits like MoveOn.Org.
I'm sure there is much more that others can add to this list... consider this just a prelim.

This sounds like an ethics violation - failure to disclose - as opposed to a tax violation - failure to pay. Not nearly as serious as outing a CIA agent, for instance. She probably had Sammy Berger fill out the form, that disorganized rascal.
