Well, honorary doctorates do not count, only earned ones do. Newt Gingrich, IIRC, has an earned doctorate in history; Phil Gramm has an earned one in economics. Both of them were serious [even if not spectacular] scholars, professors in their related disciplines prior to their careers as politicians.
