I don't remember all of the particulars either...but, I do know there was some kind of connection.

I worked for a 6 billion transportation company and violating federal laws like this were taken way way seriously. BTW, when I worked there there was a potential for me to be found personally liable for that $ 10,000. Its a pretty good deterrent.
