Japan TV people lying through their teeth? I doubt it. Look at the lack of "bouncing"-those are suits.
If this offends you though, good thing you didn't live in Japan 10 or 15 years ago. Titties galore on late night TV. Not on NHK though, which is the Japanese BBC. And this show was on NHK.

The quality of the video makes it hard to be sure, but there appears to be very very sheer material being worn by those women. Not that it really matters when you can view their breasts in all their "splendor". The T.V. people might just have been telling the truth.

Reuters offends me. They (the TV people) chose to run the apologie, so they must be ashamed of something. And, someone could have checked the facts. I disagree with you about the bouncing vs. suits. Thats lame as heck. They bounce even when covered. The artwork necessary to get the shading at such different angles is essentially the same as painting this all in place so you can have the undetectable experience of perceiving nude dancers. It fails to Occam's razor.
NHK is welcome to run what ever they would like in my opinion.
I just don't trust this report, and by extension I don't trust anything we see or read about current events around the world.
And as these are very consequential times, this is a real problem.

this page and click on the three thumbnails there to see large, high res pictures that clearly show what they were wearing. Page text is all in Japanese, which I can't translate.

Okay, preciate it...
I lived the for three and a half years back in the early eighties. From what I seen then on their tv, and just about every cafe I happened upon, they were VERY liberal regarding Sex. Heck, kids would be in a place where they showed mild porn on the TVs...
That's why I was taken back a bit by the apology deal...
