"For example, a worker who turns 62 after 1990 generally needs 40 calendar quarters of coverage to receive retirement benefits. Under totalization agreements, workers are allowed to combine earnings from both countries in order to qualify for benefits. The Agreement with Mexico, like other totalization agreements, would allow workers to qualify with just six quarters, or 18 months, of U.S. coverage.

Don't worry. We can afford this welfare mayment to illegal immigrants. There is another secret plan in the works to raise social security taxes by over a trillion dolars. Congress will craft and Bush will sign this tax increase within the next 18 months.

SSA Commissioner Jo Anne Barnhart signed a "totalization" agreement in Mexico City with with Dr. Santiago Levy Algazi, Director General, Mexican Social Security Institute, that will remove from U.S. citizens working for U.S. companies in Mexico the burden of paying social security taxes to both countries. It was estimated that this would result in approximately 3,000 U.S. workers and their employers sharing in tax savings of $140 million over the first five years of the agreement due to the avoidance of double-taxation. It was estimated that the agreement would also result in approximately 50,000 U.S. and Mexican workers receiving benefits after the first five years of the agreement."

This is international negotiating at its worst. Even the SSA states the benefits are for 3,000 US citizens to 50,0000 Mexicans which doesn't even qualify as a microscopic fig leaf. It's a lopsided defeat of America.

Now we Know why Sociol Security is broke. Its not that the Baby Boomers are going to get their share,the Mexicans have already looted the place.

We have only our Representatives to blame.

Once President Bush approves the agreement, which would be done without Congressional vote, either House of Congress would have 60 days to disapprove the agreement by voting to reject it."


I don't see how that can be Constitutional.

If the workers are here illegally, then here's what needs to be done...

1) Any illegal alien working in this country that's "contributed" to social security loses any right to benefits from the US government.

2) The employer is liable for any taxes that the illegal alien paid into the system, and MUST repay the illegal alien. The illegal alien should also be able to sue the employer if the employer does not repay every penny.

Basicly, the illegal alien gets no benefit from being here illegally. And the employer is punished for hiring the illegal alien, while not being able to completely take advantage of the illegal.

The more I read about this stuff, the more atonished I become. I'm simply agahst at what's going on in this country, and the fact that nobody seems to give a damn.

One thing I will say is that I'm amazed that the US government seems to be looking out for the interestes of just about anyone on this planet, EXCEPT for the citizens of the US, and that includes the enemies of this country!

That's all I ever wanted. What I put in, plus accrued interest. At 12% for about the first ten years, and then 15% of my pay for the rest of my entire working life, that would be a decent retirement.

We have such agreements with other contries.

This would seem to only affect LEGAL immigrants.

The illegals do not collect unless they file for green cards under the current hardship visa program AND can prove their back contributions.

This article is just hysteria based.

Is this some sort of political spin via the democrats?
