AQ megalomania may be as much a restraining factor as US counterterrorism: the terrorists under AQ's control want something bigger than 9/11, and unless they can coordinate simultaneous shopping mall attacks in a large number of locations, shopping malls won't do it.

I do wonder how the FBI got onto him? Usually, it is because somone else in the plot got caught or blabbed. that is why true 'lone wolves' like the Unabomber, BTK, etc. run for years without getting caught.
Otherwise, his activities may have been picked up by suspicious persons who reported him - like going into the hardware store and buying pipe, caps, wire, batteries and an alarm clock all at once from the rare clerk who isn't brain dead. Or he tried to solicit others into his plot who balked and told the authorities.

The "Derek" is too anglo, but the "Shareef" is an arabic-type name (yet not too complex like most are, nor spelled with an "i" as I would expect).
Anyway, it's perfectly possible it could be a disillusioned white guy mainly with idealogical problems.

Ideas and desires do not a prosecutable case make. Else Senator-elect Webb would be in jail for plotting to assault the President.
Granting, this is ABC and thus there is the potential for a mess of reportage, but there has to either be a material step taken in furtherance of the plot, or a criminal solicitation of another person to join said plot. These are the requisite elements of an inchoate crime.
IT's not necessarily megalomania. They know from experience that if the hit isn't big enough it will either be denied, blamed on something else, or swept under the rug in some other way. Take shoe bombing -- I have a suspicion that before Richard Reid blew it for them by getting caught, there had been several airliners blown out of the sky by shoe bombs. Like TWA 800.
