BUSH TO EASE RULE LIMITING HIV-POSITIVE FOREIGN VISITORS

President Bush will ease a long-standing rule barring HIV-positive people from entering the United States without a special waiver, a ban long criticized by human rights groups.
Because of the rule, organizers of the biannual International AIDS Conferences have not held a gathering in the United States since 1990, when San Francisco hosted the event.
The White House chose Friday, World AIDS Day, to announce that Bush would issue an executive order allowing HIV-positive people to enter the United States on short-term tourist or business visas without having to seek special permission.

Why don't we just air-drop visas and plane tickets to "deserving groups" all over the world? Or better yet, shut down the customs department completely and offer a rebate on all plane tickets to all newly arriving non-Americans. That ought to give a much-needed immigration boost to all kinds of deserving groups.

"It's a step away from a terribly discriminatory and inappropriate policy, but it doesn't go far enough,'' said Leonard Rubenstein, executive director of Physicians for Human Rights, in Washington. "This is a treatable disease. If you want to remove stigma from AIDS, you have to go the whole distance, and eliminate all restrictions on entry to the United States for people with HIV.''
It's never enough is it? No matter how much we give or allow its never enough for the rest of this world.
It's time we learned we can't buy the worlds love and just started doing whats right to preserve this country first, then help the rest.
As for removing stigmas's......Sometimes a stigma is a good and healthy thing.

Admittedly this is very little information, however there is not much in the article that is heartening. The oft cited statistic is that approximately 12M illegals are in the united states at present. Of that number the shocking fact is that an estimated 2/3rds arrived here legally. They had short term visas, etc. but simply did not return when they were supposed to. The INS, and now ICE, have not had the resources to track individuals once in the US on a proper Visa, no matter what the duration. I think it's fair to have concern that some may be coming to the US by the most efficient means possible - which could be to attend and AIDS conference, then blend into the community and not leave at the end of the temporary Visa, and then ride the back of the taxpayer for the approximate $25,000/year AIDS cocktail treatment.

Even Clinton was not that stupid to ease that rule!
Maybe Libs are right after all when they ridicule Bush intelligence.

The President considers the participation of people living with HIV/AIDS a critical element in the global HIV/AIDS response. A 1993 law prohibits HIV-positive people from receiving visas to visit the United States without a waiver. A categorical waiver would enable HIV-positive people to enter the United States for short visits through a streamlined process.
