SAN SALVADOR - The U.S. Embassy in El Salvador was evacuated on Tuesday after receiving a bomb threat, the embassy said. "The U.S. embassy confirms that today a bomb threat was received," it said in a brief news release in Spanish. A spokesman said police were inside the building.
Several streets were closed to traffic in the residential zone around the embassy, and visa applicants and other visitors said services had been suspended. El Salvador is one of the Washington's strongest allies in Latin America and supports the U.S.-led coalition at war in Iraq with a small contingent of troops in the Gulf state.

UN approves appeals for Qaeda sanctions list

UNITED NATIONS - The U.N. Security Council voted unanimously on Tuesday to approve an appeal procedure for people and groups subject to sanctions because of suspected ties to al Qaeda and Afghanistan's former Taliban rulers.
The difficulty of removing names or correcting mistaken identities on the U.N. list has long disturbed Europeans, who have submitted a variety of proposals that have been discussed at a glacial pace over the past four years.
The new rules allow an individual or group on the list to present a case to a new unit in the U.N. secretariat, which would review the information and present it to a council panel, headed by Argentina's U.N. Ambassador Cesar Mayoral.

Two bombs explode in Nigeria's oil-rich Niger Delta

LAGOS, Dec. 18 (Xinhua) -- Two car bombs exploded in oil-rich Niger Delta just after about one hour of warning by a Nigeria's militant group, according to news reaching here on Monday.
An oil industry source was quoted as saying that one bomb blast hit an Italian oil company Agip Eni. Mi location and the other exploded in a Shell oil company's residential compound in Port Harcourt, capital of Nigeria's southern state of Rivers. So far, no casualty has been reported.
In an e-mail to media, Jomo Gbomo, a self-described spokesman for the MEND, said "operatives of the Movement for the MEND successfully planted three car bombs in strategic locations around the Niger Delta," adding that these bombs "will be detonated any minute from now."

A group of armed LTTE terrorists abducted 23 school children and two school teachers at Thirukkovil in Ampara last night. According to the civilian sources the terrorists at gun point had ordered a group of school children and their two school masters to get in to a van around 10.p.m at a place near the old post office at Thirukkovil. The van then observed being speeding towards the Kanchakudikkaru LTTE held area.

It has been further revealed that the van the terrorists used to transport the abducted children had also been robbed by them from a civilian, shortly before the abduction took place. The van owner told police, that four armed LTTE cadres had come to his residence last night and forcibly took his vehicle bearing the number 52-6095 away. However the van was later found abandon at a location between Thirukkovil and Kanchakudikkaru this morning.

The Milton Police Department has referred a case to the Federal Bureau of Investigation after foreign nationals supplied reportedly false information in a shoplifting arrest.
Milton Police Chief Greg Brand said Monday that he contacted the FBI after officers noted that the suspects' home had blackened windows and plastic sheeting had been installed to prevent people from seeing through the planks of a privacy fence.
"They certainly sought a heightened sense of privacy," Brand said. "(And) they lied to us about their identities."
At issue is the Hassan family -- Kassam, 66; Eman, 54; Amina, 25 and Raham, 23 -- who live in the 4400 block of Elsie Lane in Milton.

Evidence teacher had al-Qaeda links

A BRISBANE high school teacher facing terrorism charges allegedly claimed he was from al-Qaeda and threatened to carry out attacks, a court has been told. John Howard Amundsen, 40, from the northside suburb of Aspley, today unsuccessfully applied for bail in the Queensland Supreme Court in Brisbane.
Mr Amundsen faces a string of charges, including using false documents to obtain explosives and preparing to commit an act of terrorism. He was arrested in May when police allegedly uncovered 53 kilograms of explosives at his home, including two bombs each packed with 22 six-inch nails.
Justice John Muir today told the court it was alleged that on the day Mr Amundsen was arrested he sent two emails from an internet cafe "in which threats were made of a terrorist attack or attacks''. "The email was from a person described as the operation's chief of al-Qaeda in Australia,'' Justice Muir told the court. "The addressee was the counter-terrorism co-ordination unit of the Queensland Police force.''

Tamil Tigers free 23 children after abduction mistake

COLOMBO - Tamil Tiger rebels kidnapped 23 teenagers and two of their teachers in eastern Sri Lanka, but later freed them and suspended the militants involved, the guerrillas said Tuesday.
The Liberation Tigers of Tamil Eelam (LTTE) said members of their eastern units had taken the children away on Monday night in Ampara district.
It was a mistake by the field commanders, but we are taking strict disciplinary action against our own people involved in this, LTTE military spokesman Rasiah Ilanthiriyan said when contacted by telephone. He said the LTTE had already suspended the field commanders who had carried out the kidnappings.

Militants planning suicide attacks

ISLAMABAD Militants belonging to banned jihadi outfits are planning suicide attacks on army installations in Pakistan and foreign troops in Afghanistan in revenge for the air strike on a Bajaur madrassa in November, according to intelligence sources.
Reports submitted by intelligence agencies to the Interior Ministry say Maulvi Inayatur Rehman and Maulana Faqir Mohammad of Tehreek Nifaz-e-Shariat-e-Mohammadi (TNSM) have pledged before their supporters to target VIPs in Pakistan and US and Nato forces in Afghanistan. The bombed Bajaur madrassa was run by the TNSM and is thought to have been used as a training camp for militants. Sources said that British and US diplomats and citizens were also possible targets of the militants.
PARIS: French counterterrorism forces are on high alert going into presidential elections next spring, two of the country's top terrorism officials say, citing three Islamist plots thwarted over the last 18 months including one to bomb the Paris Métro and another targeting Orly Airport.
The chief anti-terrorism investigator in France, Jean-Louis Bruguière, a judge, said in an interview that his country had become more of a terrorist target because an Algerian network that considered Paris its principal enemy had officially linked up with Al Qaeda.

Indonesia on holiday attack alert

INDONESIA is deploying some 18,000 police and troops to guard churches and mosques over Christmas and New Year with terror mastermind Noordin Top still on the loose, police said today.
The US embassy warned yesterday of the possibility of militant attacks against Americans and other Westerners during the festive season. National police chief Sutanto said the force "will be on the alert because (Noordin) is still at large.''

Moves are afoot to build a mammouth mosque in the city of Cordoba - the capital of 'al-Andalus' or the area of southern Spain under Arab rule from the eighth to the 15th century AD. The mosque, being conceived as a kind of 'European mecca' will become the second largest in the world, and will be built with Saudi Arabian funding, according to Spanish daily ABC.
Cordoba's current Muslim population is approximately 1,000. But it has for some time been asking to be allowed to pray in a part of the city's cathedral, which was a mosque until the Catholic reconquest. Prior to Arab rule, it was a basilica, however. The request - a thorny issue that re-emerges periodically in Spain - has always been rejected by the cathedral.
The idea of an enormous mosque - put forward by Saudi Arabia and other countries - has already been put twice to Cordoba's city council - in 2005 and previously in 2003. But like the request for Muslims to be able to pray in the cathedral, it has always been turned down.
The planned mega mosque is not the only project Muslims have in mind for Spain. One of the country's main Muslim associations, the Islamic Committee, would like to build a large multi-purpose centre in Cordoba that would be open to the public, located near its headquarters and the al-Morabito mosque.
In the Andalusian city of Seville, the local council has granted planning permission for a new mosque to be built on council land near the Los Bermejales district. But the plan has run into opposition from local residents, who have managed to get a court order halting construction of the mosque. Around 100 mosques already exist in Andalusia, according to the local press.

Iraq-Trained Jihadists Returning To Spain
Madrid, 18 Dec.
Several former 'jihadists" are returning to Spain and other European countries from training camps in conflict-wracked Iraq, according to daily El Pais, citing an alarming new intelligence dossier. Intelligence services in Spain, France, Great Britain and Germany have put together a list with 200 names of "potentially dangerous" alleged Islamist extremists, of whom 20 are resident in Spain, and who may have fought 'Jihad' or holy war in Iraq.
Unnamed Spanish anti-terror sources quoted by El Pais said that some of the jihadi 'veterans' belonged to al-Qaeda's late leader in Iraq, Abu Musab al-Zarqawi's cells there [al-Zarqawi was killed in June by a US-led airstrike on his hideout]. These extremists are al-Qaeda's 'Trojan horse' in Europe, according to the anti-terror sources.
Spain's intelligence services remain on high alert, but although the suspects are being investigated and have been termed as "high risk" by anti-terror experts, no charges have been pressed against them. Most are from North Africa, and are of Moroccan or Algerian nationality, El Pais said.
The secret list of names was compiled less than a year ago by police from Spain, France, Germany and Britain. Spain is a 'hothouse' for terror recruitment, El Pais said, citing experts. The paper previously reported that a group of Islamic radicals with ties to al-Qaeda issued a call in May for the liberation of Ceuta and Melilla from Spanish "occupation" through terrorist attacks. The two Spanish enclaves in northern Morocco both have large Muslim populations.
El Pais said that intelligence officials considered the possibility of attack in the enclaves to be among the most serious threats to Spain from Islamic terrorism since the Madrid train bombings.
Spanish police last week arrested 11 suspected Islamic militants in an early morning raid on a poor neighbourhood in Spain's North African enclave of Ceuta, who were plotting attacks on specific targets there, the government said. Ten of those arrested were of Spanish nationality and one Moroccan. Those arrested and interrogated by Spain's National Court judge, Balthasar Garzon, include two brothers of Hamed Abderrahaman Ahmed, known as "the Spanish Taleban," who spent two years at the US detention camp in Guantanamo Bay, Cuba, after being captured in Pakistan, court officials said
Police believe the 11 Ceuta suspects are related to the Moroccan Islamic Combatant Group (GICM), which is thought to have been involved in the 2004 Madrid train bombings - in which 191 people died - and the 2003 suicide attacks on Casablanca that killed 45.

U.S. Freezes Accounts of British Citizen

WASHINGTON (AP) -- The Bush administration took action Tuesday to freeze financial accounts and assets of a naturalized British citizen for allegedly providing "material and logistical" support to al-Qaida and other terror groups.
The action against Mohammed Al Ghabra means that any bank accounts or other financial assets belonging to him found in the United States must be frozen. Americans also are prohibited from doing business with him.

WASHINGTON: A Pakistan embassy spokesman has refuted the claim that the Taliban have a command and control structure operating on Pakistan territory, in and around the city of Quetta.
In a letter to Baltimore Sun, embassy press minister M Akram Shaheedi writes: This is not true because Mulla Muhammed Omar and his Taliban commanders are in Kandahar, their home district and the base of the Taliban. They command considerable support from the local population there. They could not hide in Quetta because Pakistans intelligence and security network is very effective. The presence of the Taliban leadership could not go unnoticed there. It should also be mentioned here that a UN Security Council report released in August clearly states that the centre of gravity of the Taliban movement is in Afghanistan. According to the United Nations: The insurgency is being conducted mostly by Afghans operating inside Afghanistans borders.

A SUSPECT in the killing of a policewoman fled Britain by disguising himself as a Muslim woman wearing a veil, The Times said today.
According to the newspaper which cited unidentified police sources, Mustaf Jamma, a Somali man, assumed the identity of his sister and using her passport and wearing a veil got through security at London's Heathrow Airport.

Entering the argument over Palestinian President Mahmoud Abbas' proposal for early elections to resolve the conflict between the Fatah and Hamas parties, al-Zawahri said the only way was armed struggle. "Any way other than holy war, will lead us only to loss and defeat," al-Zawahri said.
Referring to the Israeli-Palestinian conflict, al-Zawahri said: "Those who are trying to liberate the Islamic territories through elections based on secular constitutions, or on decisions to hand over Palestine to the Jews, will not liberate one grain of sand of Palestine.""

"Iran's Currency Reserves Shift from Dollar to Euro"
ARTICLE SNIPPET: "TEHRAN (Fars News Agency)- Iran is to shift its foreign currency reserves from dollars to euros and use the euro for oil deals in response to US-led pressure on its economy.
In a widely expected move, Tehran said it would use the euro for all future commercial transactions overseas.
The US, which accuses Tehran of trying to obtain nuclear weapons, has sought to limit the flow of dollars into Iran.
It wants the United Nations Security Council to impose sanctions on Iran.
Analysts said Tehran had been steadily shifting its foreign-held assets out of dollars since 2003 and that Monday's announcement was unlikely to affect the value of the dollar, which has weakened significantly in recent months.
Iranian government spokesman said all its foreign exchange transactions would be conducted in euros and its national budget would also be calculated in euros as well as its own currency.
"There will be no reliance on dollars," said Gholam Hussein Elham.
"This change is already being made in the currency reserves abroad."
The currency move will apply to oil sales although it is expected that Iran, the world's fourth largest oil producer, will still accept oil payments in dollars. Yet, Tehran has urged Iranian businesses to open letters of credit in euros in the future."
