Welcome to the "Voice of the Caliphate", the latest offering from the Global Islamic Media Front, widely regarded as the mouthpiece of al-Qaeda and the worldwide jihadist movement.

Distributed over the internet, the mock news format is just one of many employed by al-Qaeda's highly sophisticated propaganda arm.

U.S. Embassy Jakarta released the following Warden Message on December 18, 2006:

The U.S. Embassy reminds Americans in Indonesia of the continued serious security threat to Americans and other westerners in Indonesia. In recent years terrorist attacks have occurred in Jakarta and elsewhere during the Christmas and New Year's holiday season. The Embassy urges Americans to remain vigilant about security at all times.

Terrorist attacks could occur at any time and could be directed against any location, including those frequented by foreigners and identifiably American or other western facilities or businesses in Indonesia. Such targets could include but are not limited to places where Americans and other Westerners live, congregate, shop or visit, including hotels, clubs, restaurants, shopping centers, identifiably western businesses, housing compounds, transportation systems, places of worship, schools or public recreation events. Terrorists in Indonesia have most often directed attacks at specific buildings or locations. The possibility exists that individual Americans could be targeted for kidnapping or assault.

The Embassy urges Americans in Indonesia to evaluate carefully the security implications of their daily activities, and to consider the level of security provided when choosing venues for holiday celebrations, religious services, and recreation and travel. Americans should observe vigilant personal security precautions at all times, be aware of their surroundings, and vary the routes and times of their daily activities.

Street crime, including pick pocketing and drive-by purse snatching tends to increase during the holiday season. Americans should remain alert to possible criminal surveillance while shopping, and should avoid conspicuous display of cash. The Embassy urges Americans to use only reliable taxi companies and to telephone for taxi pickup whenever possible, rather than hailing cabs on the street.

The Embassy strongly encourages Americans in Indonesia, including short-term visitors, to register with the Embassy in Jakarta, the Consulate General in Surabaya, or the Consular Agent in Bali. Registration may be done on-line at http://jakarta.usembassy.gov/consular/onlinereg.html or by telephone to the numbers below.

Information on registration procedures, all security-related Travel Warnings and Public Announcements, and recent Embassy warden messages are posted on the Embassy's website at http://jakarta.usembassy.gov.

CONGO, DEMOCRATIC REPUBLIC OF THE

December 18, 2006

This revised Travel Warning for the Democratic Republic of the Congo (Congo-Kinshasa) provides an update on the country’s security situation. It further notes that the Department has authorized the return of Embassy personnel’s family members, who may have elected to depart Kinshasa earlier this year due to security concerns. This Warning supersedes the Travel Warning for the Democratic Republic of the Congo issued October 20, 2006.

The Department of State continues to warn U.S. citizens against travel to the Democratic Republic of Congo (DRC) and notes that while the current security situation in the DRC has stabilized following the second round of Presidential elections and the inauguration of President Joseph Kabila on December 6, 2006, there remain many dangerous conditions for both residents and visitors.

U.N. peacekeeping forces remain in the DRC, including in the capital city of Kinshasa, and travel in the eastern provinces, especially in rural areas, remains unsafe due to continued sporadic attacks by uncontrolled militias. Despite advances in the peace process, and recent countrywide elections, periodic fighting continues in the eastern provinces of North and South Kivu, northern Katanga province, and Ituri District. Clashes in November and December 2006 resulted in temporary displacements of many citizens.

Although U.N. observer forces are deployed throughout the country, armed militia groups and some active duty troops are known to pillage, carjack and steal vehicles, kill extra-judicially, rape, kidnap, and carry out military/paramilitary operations. The large number of soldiers to be integrated into the Congolese army or reinserted in civilian society as a result of the peace process remains a security concern.

Travelers have been detained and questioned by ill-disciplined security forces at numerous military roadblocks throughout the country. Government-imposed curfews, not currently in effect, could be reinstated upon short notice if the security situation deteriorates. Visitors should restrict their travel, particularly at night, to areas with which they are familiar. In the event of political disturbances, they should avoid the areas where the disturbances occur, especially at night. During periods of violence, the number of checkpoints in and around Kinshasa increases. These checkpoints bring traffic delays and demands for payment of bribes in order to be allowed to proceed.

Travelers to the DRC frequently experience difficulties at the airport and other ports of entry, such as temporary detention, passport confiscation and demands by immigration and security personnel for unofficial “special fees.” Visas are not available at ports of entry. All resident foreigners, including Americans, are required to register at the office of the Direction General de Migration (DGM) in the commune of their place of residence. Travelers should note that border closures of 24-48 hours in duration can occur without much advance notice.

Americans should avoid all public demonstrations and areas where crowds are gathered, exercise extreme caution, closely watch and listen for local and international news from reliable sources. Radio Okapi broadcasts in French on 103.5 FM at 0700, 0800, 1200 and 1800 as well as “flash” updates throughout the day. English-language news can be found on BBC at 92.7 FM. In times of emergency, the Belgian Embassy operates a French-language radio broadcast system at FM 98.8. Changes in security conditions may occasionally restrict the travel of U.S. Mission personnel.

U.S. citizens who travel to or remain in the DRC despite this Travel Warning are strongly urged to register with the Embassy in Kinshasa or through the State Department’s travel registration website at https://travelregistration.state.gov. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. The U.S. Embassy is located at 310 Avenue des Aviateurs; entrance to the Consular Section is on Avenue Dumi, opposite Ste. Anne residence. The Embassy’s 24-hour number is 243-81-225-5872; callers within DRC should dial 081 225-5872. All Embassy telephone numbers are cellular phones as landlines are unreliable. The Embassy website is http://kinshasa.usembassy.gov.

U.S. citizens should also consult the Department of State's most recent Consular Information Sheet for the Democratic Republic of the Congo and the Worldwide Caution Public Announcement, both located on the Department's Internet website at http://travel.state.gov. Up-to-date information on safety and security is available toll free at 1-888-407-4747, or at regular toll rates at 1-202-501-4444 for callers outside the U.S. and Canada, from 8:00 a.m. to 8:00 p.m., Eastern Time, Monday through Friday (except U.S. federal holidays).

Another U.S. fugitive arrested, this time tied to terror

The Belize Police Department has bagged another U.S. fugitive. This time, however, instead of a tax dodger, bigamist or sex offender they hit the jackpot, nabbing a suspect with ties to the world of terrorism. Forty-one year old Ernest James Thompson, also known as James Ujaama and Bilal Ahmed, violated parole in the United States by leaving the country and a wanted poster was circulated through Interpol by U.S. law enforcement authorities. According to Assistant Police Commissioner Eduardo Wade, that's when our cops started looking.

He has since been taken out of the country. He entered Belize about ten days or so ago using a Mexican passport. “He was initially arrested in 2003 in connection with plots in the United States to poison water supplies and to do a number of other things. He subsequently pleaded guilty to charges dealing with Al Qaeda in Afghanistan and providing various types of material support to the Taliban as well in Afghanistan.”

Deputy Chief of Mission at the U.S. Embassy, Leonard Hill, indicated that although Thompson's immediate crime was a parole violation, he may in fact face additional charges and is also a material witness in other terror related cases. One indication of his status may be that federal officials sent down a private plane to bring him back to the States. Two Belizean police officers went along for the ride and presumably the traditional night on the town as a guest of the U.S. Department of Justice.

Mystery Surfaces Over Apartment of Kofi Annan (NY - 12/19/06)

As Secretary-General Annan prepares to leave his post at the United Nations, a mystery is surfacing surrounding his apartment on Roosevelt Island, subsidized by New York taxpayers, which is still in use by the family of his brother, Kobina Annan.

The apartment was where Mr. Annan and his wife lived before 1997, when he became secretary-general. The Roosevelt Island home is part of an estate of low-rent state-regulated housing. For years, the Annans saved considerable sums by occupying an apartment meant to help financially strapped low- to moderate-income New York families.

One question Mr. Annan has never addressed is why he and his wife felt comfortable availing themselves of this generous arrangement. Another is how it is that, since Mr. Annan and his wife left that Roosevelt Island apartment 10 years ago to move into the rent-free residence on Sutton Place supplied to the secretary-general, their former low-rent apartment was handed over to be occupied by the family of Mr. Annan's brother. This kind of apartment, part of a state-regulated housing development program called Mitchell-Lama, is subject to strict eligibility requirements, involving family size and financial ceilings on combined family income. There is also a requirement that the leaseholder make continuous use of the apartment as a primary residence.......

No one is saying that any of the Annans have broken the law; the regulations for Mitchell-Lama housing allow a certain amount of flexibility once applicants have obtained a lease. But the issue is pertinent because Kofi Annan, whose wife comes from one of Sweden's wealthier families, has spent years lecturing Americans on how the well-heeled have obligations to those less fortunate. Those low- to moderate-income New York families for whom such accommodation was built face a four-year waiting list……
