Jihadists returning to Spain from Iraq
"Mujahedin fighters return to Spain from Iraq: report," from AFP:
MADRID - Mujahedin fighters have returned to bases in Spain after gaining combat experience in Iraq and are now a potential threat to European security, Spanish newspaper El Pais reported on Sunday.
Potential? Nah, they must be back to reconstitute La Convivencia.
According to El Pais the fighters worked alongside cells controlled by late Al Qaeda senior leader and Jordanian extremist Abu Musab Al Zarqawi, killed in June.
They are the new Trojan horse of Al Qaeda and its satellites on our territory and they are already preparing themselves, deputy director of the European police network Europol, Mariano Simancas, told El Pais.
They represent a serious threat for the countries of the European Union, Simancas added.
El Pais quoted anti-terrorist sources as saying that an unspecified number of formerly Spanish-based Algerians and Moroccans who had gained experience in handling arms and explosives in Iraq had now returned.
But they are doing nothing for the moment. They are biding their time, which complicates things when it comes to making arrests, one unnamed expert told El Pais.
Two years ago, Simancas told a parliamentary investigation into the March 11, 2004 Madrid bombings that Islamic terrorism was an ongoing major security threat and that it was not possible to know 100 percent where radical groups might strike.
In midweek Spain arrested 11 suspected Islamist militants in Spains north African enclave of Ceuta on suspicion they were planning attacks of a terrorist nature.

Brooklyn Subway Station Evacuated Due To Suspicious Packages

NEW YORK -- A Brooklyn subway station was evacuated Monday afternoon after two suspicious packages were found on a platform, according to the MTA. There was no service through the Jay Street-Borough Hall station in Brooklyn Heights.
As of 4 p.m., A and C train service was suspended in both directions between the Utica Avenue Station and the Chambers Street Station. F train service was suspended in both directions between 2nd Avenue Station on the Lower East Side and the 4th Avenue-9th Street Station in Brooklyn.

ISLAMABAD, Dec 18 (KUNA) -- Security around US and British diplomats and nationals have been beefed up following intelligence reports that militants of an outlawed religious extremist group are planning to avenge the airstrike on its religious seminary last month that killed over 80 alleged militants.
The wanted leaders of Tehreek Nifaz-e-Shariat-e-Mohammadi (TNSM), Maulvi Inayatur Rehman and Maulana Faqir Mohammad, at large, have pledged before their supporters to target VIPs in Pakistan and US and NATO forces in Afghanistan, according to the intelligence report submitted to the Interior Ministry.
A local English newspaper, Daily Times (DT), citing the intelligence report Monday said that British and US diplomats and nationals were also possible targets of the militants. In November, the army conducted airstrike on a religious seminary, run by TNSM, in Bajaur tribal agency, bordering Afghanistan. The strike killed about 80 militants and wounded several others.
Interior Ministry sources told KUNA that security around British and US nationals and all airports across the country have been beefed up.
The US state department last week issued a travel advisory, warning its citizens from traveling to Pakistan DT said three other Al-Qaeda linked militant groups, Harkatul Mujahideen, Lashker-e-Jhangvi and Khudamul Islam have also pledged to cooperate with the TNSM and called for a joint strategy to take revenge.
The intelligence reports said these banned militant organizations have procured explosives and recruited and trained a number of suicide bombers.

His attorney said Friday that Talal "Ted" Ali Chammout is a U.S. citizen who loves America, adores his children and is a respectable mini-mart owner in Porterville.
But federal prosecutor Carl Faller said Chammout, 47, wanted to purchase missiles and rocket launchers and other weaponry to send to terrorists in Iraq, Syria and Jordan.

Bomb scare at Fort Wayne International Airport causes evacuation

A hand-written note inside a magazine onboard a Chautauqua Airlines commuter plane forced the evacuation of about 25 passengers and three crew members at Fort Wayne International Airport Monday evening. Chautauqua Airlines is operated by Delta.
Fort Wayne police, using a bomb-sniffing dog and a robot, searched the aircraft, but no bomb was found on board the plane, said Fort Wayne police deputy chief Marty Bender.
According to Bender, the plane was preparing to take off about 3:50 p.m. when a passenger found a magazine in which someone had written that a bomb was on board. Airport officials and police referred additional questions to the FBI.
These types of incidents have occurred many times since 9/11, and wed rather err on the side of caution, Wendy Osborne, FBI special agent, said. Additional information related to this story will appear in Tuesdays edition of The Journal Gazette

PARIS: A French man arrested by Egyptian officials as a terror suspect one of a dozen Westerners accused of plotting attacks was detained Sunday after being expelled from Egypt, judicial officials said.
A preliminary investigation for "criminal association in relation with a terrorist enterprise" a sweeping charge often used in terror cases in France was opened in connection with the suspect, the officials said. The suspect's identity was not made public, and the officials themselves, not authorized to discuss the case, spoke on condition they not be named.
The man, expelled from Egypt earlier Sunday, can be held for up to four days before French authorities decide whether they have enough evidence to pursue a case.
Eight other French citizens were expelled by Egypt earlier this month along with two Belgians. The French were all set free a week ago. The ninth Frenchman remained in Egyptian custody, along with the American and an unknown number of Egyptians and Arabs from other countries.
They all were arrested in November by Egyptian authorities for allegedly belonging to an Islamist terror cell plotting attacks.

Would-Be Robber Fatally Shot Inside Convenience Store (TX)

SAN ANTONIO -- Police are trying to figure out if a man who showed up at a hospital with a fatal gunshot wound is the same person who tried to hold up a convenience store.
Police said that two armed people who had their faces covered walked into Evans Ice House at 2908 Mission Road and demanded money from a clerk.
The clerk, though, didn't comply with the would-be robbers' demands and instead opened fire on them, police said.
A little later, a man showed up at Southeast Baptist Hospital with a gunshot wound to the chest.
He was then transferred to Wilford Hall Medical Center, where he died.
Some women who showed up with the man at the hospital were arrested and charged with aggravated robbery.
The clerk will not face charges since police considered his actions to be in self-defense.

Former Chinese national charged with stealing military trade secrets
Combat simulation software was stolen from his former Silicon Valley employer
SAN JOSE - A former Chinese national was charged late yesterday with stealing military application trade secrets and using them in demonstration and sales proposals to the Peoples Republic of China (PRC), Malaysian Air Force, and the Thailand Air Force. The indictment is the result of a joint investigation by the Department of Homeland Security, Immigration and Customs Enforcement (ICE), the U.S. Attorney's Office CHIP Unit and the Federal Bureau of Investigation (FBI).
Xiaodong Sheldon Meng, 42, is charged with stealing military combat and commercial simulation software and other materials from his former employer Quantum3D, a company based in San Jose, CA. The economic espionage charges allege that Meng, formerly a resident of Beijing, China, and now a resident of Cupertino, CA, stole the trade secrets from Quantum3D with the intent to use them to benefit the foreign governments of China, Thailand, and Malaysia.
One of ICE's top enforcement priorities is preventing terrorist groups and hostile nations from illegally obtaining U.S. military products and sensitive technology, said San Francisco ICE special agent in charge Charles DeMore. These items are controlled for good reason -- in the wrong hands, they could be used to inflict harm upon America or its allies.
United States Attorney Kevin V. Ryan stated, This case highlights the vital importance of protecting the intellectual property and trade secrets not only in Silicon Valley but also for our country's businesses. The alleged economic espionage and theft and export of trade secrets such as these -- visual simulation training software that has military application, no less -- has real consequences that could jeopardize our country's military advantages in the world, in addition to creating substantial financial losses for our businesses which legitimately developed and owned this information. We are grateful to our law enforcement partners for taking swift and appropriate action here, and also want to acknowledge the pivotal role private industry's ready cooperation has in these investigations.
Many of Quantum3D's products were designed primarily for military purposes, including military combat training in simulated real-time conditions during the day and night and the use of advanced infrared (IR), Electro-Optical (EO), and Night Vision Goggle (NVG) devices. The indictment alleges that Meng stole numerous Quantum3D products, including viXsenÔ and nVSensorÔ, which were used exclusively in military applications, and designed for precision training of military fighter pilots in night vision scenarios among other applications. Both viXsenÔ and nVSensorÔ are classified as defense articles on the U.S. Munitions List and cannot be exported outside the United States without an export license.
According to the charges, Meng took up employment with a competing company, Orad, to pursue other career development opportunities in China. At one point, Meng altered the Quantum3D's Mantis program to reflect the name of a program which belonged to Orad, a competitor of Quantum3D, according to the charges. Meng then used that program as part of a demonstration project in China.
The indictment includes three conspiracy counts; three counts of economic espionage and attempted economic espionage; two counts of violations of the Arms Export Control Act; twelve counts of theft of trade secrets and attempted theft of trade secrets; fifteen counts of foreign and interstate transportation of stolen property; and three counts of making false statements to a government agency.
FBI Special Agent in Charge Charlene B. Thornton: The FBI is committed to aggressively pursue those attempting to illegally obtain and export trade secrets vital to maintaining the United States' position as a world leader in innovation. Today's indictment highlights the value of cooperation between law enforcement and private industry in effectively conducting these investigations.
Quantum3D, Inc. has cooperated fully in the government's investigation. A company official noted that the company believes that enforcement of export and trade secret laws is critical to the functioning of our industry and we're pleased to work with the government in these efforts.
Meng is scheduled to be appear before United States Magistrate Judge Howard R. Lloyd in San Jose on Monday, Dec. 18, 2006. Meng was initially charged by complaint on Dec. 9, 2004. The original indictment on the case remains under seal. Meng is out of custody on $500,000 bond.
The maximum statutory penalty for each count of:
Conspiracy, in violation of 18 U.S.C. § 371, is five years in prison, a fine of $250,000 or twice the value of the property involved in the transaction, whichever is greater, a three year term of supervised release;
Economic Espionage and Attempted Economic Espionage, in violation of 18 U.S.C. §§ 1831(a)(3), 1831(a)(4), is fifteen years in prison, a fine of $500,000 or twice the value of the property involved in the transaction, whichever is greater; a three year term of supervised release;
Arm Export Control Act, in violation of 22 U.S.C. § 2778, is ten years in prison, a fine of $1,000,000 or twice the value of the property involved in the transaction, whichever is greater; a three year term of supervised release;
Misappropriation of Trade Secrets and Attempted Misappropriation of Trade Secret, in violation of 18 U.S.C. §§ 1832(a)(1), 1832(a)(4), is ten years in prison, a fine of $250,000 or twice the value of the property involved in the transaction, whichever is greater, a three year term of supervised release;
Interstate and Foreign Transportation of Stolen Property count, in violation of 18 U.S.C. §§ 2314, is ten years in prison, a fine of $250,000 or twice the value of the property involved in the transaction, whichever is greater, a three year term of supervised release;
False Statement to Government Agency, in violation of 18 U.S.C. § 1001, is five years in prison, a fine of $250,000 or twice the value of the property involved in the transaction, whichever is greater, a three year term of supervised release.
However, any sentence following conviction would be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence.

This Travel Warning is being issued to remind American citizens to consider carefully the risks of travel to Kenya at this time due to ongoing safety and security concerns. This supersedes the Travel Warning of December 30, 2005.
The Department recommends that private American citizens in Kenya evaluate their personal security situation in light of continuing terrorist threats and the limited ability of the Kenyan authorities to detect and deter such acts. Terrorist actions may include suicide operations, bombings, attacks on civil aviation, and attacks on maritime vessels in or near Kenyan ports. U.S. citizens should be aware of the risk of indiscriminate attacks on civilian targets in public places including tourist sites and locations where Westerners are known to congregate, as well as commercial operations associated with U.S. or other Western interests.
American citizens in Kenya should remain vigilant, particularly in public places frequented by foreigners such as clubs, hotels, resorts, Western-oriented shopping centers, restaurants, and places of worship. Americans should also remain vigilant in residential areas, schools, and at outdoor recreational events, and should avoid demonstrations and large crowds. In addition to the terrorist threat, there are continuing incidents of criminal activity, including carjacking, robbery, and other violent crime, especially after dark.
Americans who travel to or reside in Kenya despite this Travel Warning are encouraged to register through the State Departments travel registration website, https://travelregistration.state.gov. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. Americans without Internet access may register directly with the U.S. Embassy in Nairobi.
