Thanks to a Special Emailer for the answer.
He's in London.
Low on funds and struggling against rival group Fatah in Palestine, the Hamas has sought alliance with Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen, two Pakistan-based groups involved in terrorist activities in India, according to an Italian newspaper report. Hamas is a militant group that won the Palestinian Authoritys general elections early this year and is infamous for its terrorist activities aimed at Israel.
According to Corriere della Sera, a widely read Italian paper, Hamas has befriended LeT and Hizb, both close to Al-Qaeda. The report said the ties were forged during the visit of a Palestinian minister, a Hamas member, to Pakistan this summer. The report has caused a flutter among intelligence and security agencies here because if true, it will mean a major threat to all countries fighting the war against terrorism.
The report said the Palestinian minister, apart from his official engagements, had two separate meetings one with Hizb-ul-Mujahideens Syed Salahuddin and another LeTs Hafez Said. The report said the two, possibly with the help of the Pakistani intelligence, offered to the Hamas representative a briefcase containing $2 million. The paper quoted Islamabad sources saying this. The money was to be used to sustain the Hamas movement in Palestine (like running schools, hospitals) and to deal with economic emergency the government was facing. Another alarming aspect of the report was that the Palestinian minister was also exploring the possibility of strengthening military relation between the Hamas army and the Pakistan-based militants.
The paper alleged that an agreement was reached, based on three points. One that Hizb-ul-Mujahideen and LeT will have the possibility of going to West Asia (Syria and Lebanon) to learn new terror techniques from Arab Mujahideens; second, Palestinian elements will seek refuge in the centres managed by the Pakistani outfits in the Waziristan area and third, there could be exchange of information relating to the use of explosives and the methods to smuggle them, Ajai Sahni, executive director at the Delhi-based Institute for Conflict Management, said there had been sporadic dialogue among Islamic terror outfits in the past. The LeT has been talking to these people.

Pakistan to mine Afghan frontier
12/27/2006 p>Pakistan is to fence and mine parts of its long, rugged frontier with Afghanistan to prevent cross-border raids by Taliban and al Qaeda militants, and stave off criticism that it is doing little to stop the bloody insurgency.
The announcement came amid deteriorating relations between Pakistan and its neighbour over Afghan and Nato accusations that resurgent militants are operating from sanctuaries in Pakistan.
Pakistan will also deploy additional troops at the frontier, Foreign Secretary Riaz Mohammed Khan told reporters. There are already about 80,000 troops in its north-western tribal regions bordering Afghanistan.
Afghanistan quickly rejected the border plan, although Khan said Pakistan would be acting on its own soil, and didn't need Afghan consent. "Fencing or mining the border is neither helpful nor practical. That's why we are against it. The border is not where the problem lies," said Khaleeq Ahmed, a spokesman for Afghan President Hamid Karzai in Kabul.

Astrakhan lies in the south of Russia, in the Volga delta, close to where the river empties into the Caspian Sea. It is about 250 miles from Chechnya. Today, the Russian Federal Security Service (FSB, a successor to the KGB) announced that six individuals have been arrested in the city. Burned by Tamurlane in the 13th century, about half of the population is Muslim.
They are said to belong to a group called Jamaat of Muwahids (company of Mujahideen), which is assumed to follow the strict outlook of Wahhabism. The six men, aged between 22 and 24, are claimed by the FSB of plotting a terror attack on New Year's Eve. Details of this attack have not been given.
Searches conducted at the homes of the suspects have recovered a home-made bomb, a sawn-off hunting rifle, ammunition, and a hand grenade. Additionally large amounts of extremist propaganda has been found, including printed matter, CDs and audio and video tapes.
The searches and arrests took place after tip-offs that the men were raising funds and had extremist literature. This is the first such case to be recorded from Astrakhan and its surrounding region.

Australia doubles its spy numbers since 2001
28 December 2006
An influx of Chinese spies has forced Australia's home espionage agency into a recruiting drive to counter the threat as well as that posed by Muslim extremists, a newspaper report said on Thursday.
The Australian Security Intelligence Organisation (ASIO) has doubled the number of foreign-language speakers in its ranks since 2004, with most newcomers fluent in Chinese, the Australian daily reported, citing unnamed sources.

"Israel to impose limits on bank accounts of security prisoners"
By Amos Harel, Haaretz Correspondent
ARTICLE SNIPPET: "Israel will impose limits on the transfer of funds from the territories to Palestinians held in its prisons for security-related offenses, starting on February 1.
According to the new rules, the maximum sum per month each such inmate may receive will be NIS 1,300. In addition, control of funds distribution will no longer be in the hands of the prisoners' leadership, but will be handled by the prison authorities.
The adoption of the new rules is angering the Palestinian inmates.
The decision to alter the regulations governing money transfers was made following a number of meetings in recent months between representatives of the Justice Ministry, the Shin Bet security service, the Israel Prison Service and the Postal Bank, whose branches are used for inmates' accounts.
The law passed by the Knesset about a year and a half ago that forbids funding of terrorist activity served as catalyst for the start of the talks. The transfer of funds to militants held for terrorist activities, even after the fact, could be considered to be retroactive support for terrorist activities. The Postal Bank there were concerns that under the existing regulations on money transfers, it services would be considered as aiding and abetting terrorist activities.
Currently, there is no effective control over money transfers to security prisoners. These are received by the prisoners' leaders in the wings of various prisons, and depending on group affiliation, the funds are dispersed."

"3 home intruders shot dead in Albuquerque
'Hopefully this is going to send a message,' says police spokeswoman"

ARTICLE SNIPPET: "Three men who broke into homes in the Albuquerque, N.M., area in the last month were shot dead by homeowners, and police say they hope would-be robbers take the hint.
The latest incident involved Raymond Gabaldon, 40, a repeat offender, who, police say, stole a car and then tried to break into a home in southwest Albuquerque.
"Hopefully this is going to send a message to people who are breaking into homes," Albuquerque police spokeswoman Trish Hoffman told the Albuquerque Tribune. "They're engaging in very dangerous behavior, not only to the people they're robbing, but to themselves."
None of the three homeowners involved in the shootings has been charged, though the cases are still under review by law enforcement."
