I think they are used by your browser when it doesn't recognize the original character in the text. Maybe for unusual symbols or characters of foreign languages which don't have a corresponding font installed on your computer. Maybe. hehe :)

Those symbols are how Chinese characters get mapped into that Latin character set that your computer and browser use.
It is just part of the Red Chinese takeover of FR. Don't worry about it. Nothing to see, move along, move along.

I got something similar when I upgraded MySQL on another forum I run. I think it might have to do with some sort of a security flaw with quotation marks having been fixed.

I find it in the title feeds to my blog too..
it' something to do with the quotes..
