Announcing that the poll is open is probably part of the process. This takes place after the head poll worker shows the empty ballot box to everyone in the polling place and then applies the seal to close the box.
When the closing time for voting arrives, everyone who is in line is permitted to continue to cast ballots, but anyone arriving after that instant is turned away.

nothing out of Alameda county yet, and you know they'll be voting the opposite of us.
Riverside county still hasn't report they vote with us!
