I don't believe it. This is just too stupid for any NTSB analysis. Light winds do NOT make airplanes fly into buildings.

I would like to see the airspace expanded so pilots have more room to stay in the proper airspace. But now they probably will close the corridor to VFR traffic completely.
Over reaction placing tight contraints on private pilots was a contributor as well the way I see it.

BTW, this report has not made it to the NTSB's website yet. The report on the NTSB site still is only the two-paragraph preliminary report, which is really nothing more than a short factual description of the accident and a mention of the working groups formed to investigate it.
