The "bombshell" revelation from last April's National Intelligence Estimate (NIE), which was leaked to the New York Times in September, was that the war in Iraq had resulted in more terrorism, not less. As reported by United Press International's Claude Salhani, "Did we really need 16 intelligence agencies to tell us that? Ten minutes of watching the newscast of your choice, from Al-Jazeera to Fox News, would be enough to convince most observers." But the key question is why the war has provoked the global Jihad.

One answer has to be the influence in the Arab world of the America-
hating network Al-Jazeera
. The AIM DVD on "Terror Television" shows film footage of captured terrorists saying they came to Iraq to kill Americans because of the words and images on Al-Jazeera.

Mexico (Oaxaca)

November 15 , 2006

This Public Announcement updates the Public Announcement for Mexico alerting U.S. citizens to the mounting violence and disorder in Oaxaca City, Oaxaca, Mexico to include increased security concerns in light of recent bombings in Mexico City. At this time, U.S. citizens should continue to avoid travel to Oaxaca City due to an increase in violence there and should be alert to the increased security concerns related to protest violence throughout Mexico. This Public Announcement expires on January 18, 2007.

On October 27, 2006, an American citizen was shot and killed in Oaxaca City as a result of the violence and disorder caused by civil unrest in the city during the past several months. Several protest groups have engaged in increasingly violent demonstrations, sometimes resulting in violent reactions from other groups.

The Government of Mexico ordered the mobilization of Federal Preventive Police (PFP) to Oaxaca City to restore order to the area on Saturday, October 28, 2006. There are reports that roads within Oaxaca State, including the main highway and secondary roads linking Oaxaca City to Mexico City, may be closed or barricaded at any time, and flights may be temporarily delayed or cancelled at the Xoxocotalan International Airport. Within the city itself, protesters and the PFP frequently engage in confrontations that may become violent, including random shootings. U.S. citizens should continue to avoid travel to Oaxaca City. Those already in Oaxaca should avoid large groups and active demonstrations, and should remain in their homes or hotels, avoiding the downtown and surrounding areas during active demonstrations or PFP operations.

Recent bombings of commercial institutions and the Election Tribunal in Mexico City reportedly were related to the unrest in Oaxaca City and election protests. In the coming weeks, protesters may use the Anniversary of the Mexican Revolution on November 20 and events surrounding the presidential inauguration on December 1 to initiate additional demonstrations or acts of violence in Oaxaca City, Mexico City, and elsewhere in the country. Even demonstrations intended to be peaceful can turn confrontational and escalate into violence. U.S. citizens should exercise caution, monitor local news reports, and avoid areas where demonstrations are slated to occur.

The State Department reminds U.S. citizens to avoid participating in demonstrations and other activities that might be deemed political by Mexican authorities. The Mexican Constitution prohibits political activities by foreigners, and such actions may result in detention and/or deportation.

For the latest security information, Americans traveling abroad should regularly monitor the Department's Internet web site at http://travel.state.gov where the current Worldwide Caution Public Announcement, Travel Warnings and Public Announcements can be found. AIRPORT ARREST TURNS UP NUCLEAR INFO

A man was arrested at Detroit Metropolitan Airport after officials say they found him carrying more than $78,000 in cash and a laptop computer containing information about nuclear materials and cyanide.

Sisayehiticha Dinssa, an unemployed U.S. citizen, was arrested Tuesday after a dog caught the scent of narcotics on cash he was carrying, according to an affidavit filed in court.

When agents asked him if he had any cash to declare, he said he had $18,000, authorities said. But when agents checked his luggage, they found an additional $59,000. When they scrolled through his laptop, they said they found the mysterious files.

At a court hearing Wednesday, Dinssa was ordered held in custody until at least until Monday at the request of prosecutors.

Assistant U.S. Attorney Leonid Feller argued Dinssa was a potential risk to the community and federal agents want to get a warrant to search his computer more thoroughly, The Detroit News reported Thursday. U.S. Magistrate Donald Scheer approved Feller's request to detain him.

Dinssa, who is from Dallas, arrived in Detroit from Nigeria by way of Amsterdam and was headed for Phoenix, Feller said. He is charged with concealing more than $10,000 in his luggage, which carries a maximum penalty of five years in prison, the Detroit Free Press reported.

A message seeking comment was left Thursday with his lawyer, Leroy Soles.

More than 1,000 Iraqi soldiers with the 2nd Brigade, 4th Iraqi Army Division, and coalition forces began conducting cordon-and-search operations in the Zytoon and Rashad valleys yesterday to clear several villages of possible insurgents and unauthorized weapons near Iraq’s northern city of Kirkuk.

Insurgent forces were reported to be operating in the area, including a recent attack on a combined Iraqi and coalition patrol. The 2nd Iraqi Army Division brigade plans to maintain a formal presence in the area to deny sanctuary to enemy fighters and protect the civilians in southern parts of the Kirkuk province, officials said.

In Ramadi, forces from the 7th Iraqi Army Division, with coalition advisors, conducted a raid Nov. 14 to capture members of a kidnapping and murder cell responsible for abducting, torturing and murdering Iraqi civilian and Iraqi security forces. The cell members also are responsible for placing roadside bombs, officials said. Eight suspects were detained during the raid.

Coalition frces captured six insurgents and detained another suspect in a separate raid in the Al Doura area of Baghdad on Nov 13. The insurgent cell is responsible for deadly attacks against Iraqi civilians and Iraqi security forces in the area and is linked to Al Qaeda in Iraq and other insurgent groups, officials said.

Also on Nov. 13, three terrorists were killed and one was seriously wounded when they tried to plant a roadside bomb in the Baghdad Garage neighborhood on Train Station Road in western Mosul. Two innocent bystanders, injured in the blast, were transported to Al Jamouri Hospital.

PA minister: Iran gave Hamas-led cabinet US$120 million

Iran has donated $120 million to the Palestinian Hamas-led government and has said it is ready to give more, Palestinian Foreign Minister Mahmoud al-Zahar said on Thursday.

Iran said in April it would give $50 million to help make up a shortfall left when the West cut off aid to the government led by Hamas.

"Iran has so far given $120 million to the Palestinain government and they have told us that they will provide more financial help," Zahar told reporters in Tehran after talks, according to Reuters.

Meanwhile, the Arab foreign ministers' decision a few days ago to break the siege imposed on the Palestinian people was not apparently activated yet, as two Palestinian MPs had to bring with them cash in their bags into the Gaza Strip on Wednesday.

Acting PLC speaker Dr. Ahmed Bahar and MP Mushir Al-Masri, both affiliated with the Hamas parliamentary bloc, returned to Gaza on Wednesday carrying with them US$4 million in cash.
