Threat Matrix: November 2006

:::FreeRepublic's Threat Matrix:::
The Price of Victory
-Full Story-

The "bombshell" revelation from last April's National Intelligence Estimate (NIE), which was leaked to the New York Times in September, was that the war in Iraq had resulted in more terrorism, not less. As reported by United Press International's Claude Salhani, "Did we really need 16 intelligence agencies to tell us that? Ten minutes of watching the newscast of your choice, from Al-Jazeera to Fox News, would be enough to convince most observers." But the key question is why the war has provoked the global Jihad.

One answer has to be the influence in the Arab world of the America-
hating network Al-Jazeera
. The AIM DVD on "Terror Television" shows film footage of captured terrorists saying they came to Iraq to kill Americans because of the words and images on Al-Jazeera.

• The Militant Ideology Atlas

Quote, regarding the use of the term 'Jihadi':

We recognize that the use of "Jihadi" to designate Salafis of a militant stripe is controversial. Some analysts feel that it cedes too much to militant Salafis to ratify their use of the term — they call their movement al-haraka al-jihadiyya ("the Jihadi Movement") — since jihad has positive connotations in Islam. However, we have opted to use it for the following reasons. First, it has wide currency in the Western counterterrorism community. Second, the proposed alternatives are either too imprecise or polemically charged to be analytically useful. Third, "Jihadism" indicates the centrality of religious warfare in the militant Salafi worldview. Fourth, using the label makes Jihadis accountable for giving the term a bad name and for not living up to the high standard of conduct associated with jihad. Finally, the term is used in Arab media and was coined by a devout Saudi Muslim who is hostile to the ideology, so it is not a Western neologism.

Special Iraqi Forces Conduct Raid in Sadr City

American Forces Press Service

WASHINGTON, Nov. 20, 2006 – Special Iraqi army forces, with coalition advisors, conducted a raid today in Baghdad’s Sadr City neighborhood against an illegal armed group responsible for kidnapping, torturing and murdering Iraqi civilians and soldiers.

The cell has more than 30 members and allegedly uses a mosque compound as a place to conduct its illegal activity and store weapons. The cell is known to be targeting Iraqi soldiers, officials said.

Iraqi forces entered the mosque in search of cell members, but no one was detained. There was minimal damage to the mosque, and Iraqi forces fired on and neutralized a hostile vehicle posing an immediate threat to ground forces at the objective, officials said. There were no reported Iraqi forces or coalition forces casualties.

In other news from Iraq, coalition forces were engaged yesterday at several locations in southern Ramadi by a group of insurgents with small-arms fire.

The insurgents took refuge in a nearby building and continued to engage coalition forces. Officials said that after establishing positive identification and in an effort to avoid endangering civilians, coalition forces conducted an air strike against the insurgents using a laser-guided missile, killing one insurgent.

Three insurgents fled the building and were engaged by coalition forces, resulting in the death of another insurgent. There were no reports of civilian casualties as a result of the events, and there were no coalition casualties.

On Nov. 18, Multinational Division Baghdad soldiers seized a large weapons cache in southwest Baghdad. The soldiers -- from the 1st Squadron, 89th Calvary Regiment, 2nd Brigade Combat Team, 10th Mountain Division -- seized three 155 mm artillery rounds, a 120 mm mortar round, 55 60 mm mortar rounds, 37 anti-personnel rocket-propelled-grenade rounds, 32 anti-armor RPG rounds, a long-range cordless phone, a fragmentation grenade, six homemade explosive propane tanks, three rifle scopes, a double-barrel shotgun, a crew-served weapon, a bag of blasting caps, 400 7.62 mm linked rounds, 400 7.62 mm loose rounds and 200 .50-caliber rounds.

On Nov. 17, Iraqi police and coalition forces found and disarmed two rockets and launching components in the town of Dibbis, Iraq, northwest of Kirkuk. Iraqi police found the 52 mm rockets and ignition systems. Expert explosive handlers from the 3rd Infantry Brigade Combat Team, 25th Infantry Division, Task Force Lightning, disarmed the explosive weapons and destroyed the rockets.

The controlled detonations at the site caused no damage and there were no Iraqi civilian, Iraqi police or coalition forces injuries or casualties, officials said.

RECAP:

Note: The following text is a quote:

November 20, 2006

Kidnapping of Americans Linked to al Sadr
Al-Sadr can wage jihad against the U.S. with impunity, since he knows a decisive strike against him is virtually inconceivable. And it also seems clear that Al-Sadr has friends among the new Iraqi police force. "Kidnapping of Americans Linked to al Sadr: Four Contractors Taken Prisoner When Convoy Was Ambushed, Military Officials Say," by Luis Martinez for ABCNews, with thanks to Twostellas:

WASHINGTON, Nov. 17, 2006 — A senior Defense Department official told ABC News that Shiite militiamen tied to anti-American cleric Moqtada al Sadr were behind the abduction of four American security contractors and an Austrian co-worker seized in a brazen attack on a supply convoy near the southern Iraqi city of Basra.
The search for the missing contractors resulted in a raid by coalition forces earlier today near the Kuwait border that resulted in the deaths of two Iraqi gunmen, but no hostages were found.

Throughout the day, statements from Iraqi officials — later discounted — led to reports that some of the hostages had been released or found dead. However, their employer, Crescent Security Group, said there had been no claim of responsibility, no demand for ransom and no communication of any kind from the hijackers.

Despite the confusion, new details emerged about the incident Thursday that took place 20 kilometers north of the Iraqi city of Safwan, located near the border with Kuwait.

A senior defense official said it was believed that the gunmen who ambushed the convoy were wearing newly issued Iraqi police uniforms that are supposed to be tightly controlled, hard to duplicate and were issued only last month.

Only a month ago, the coalition began distributing the digitally altered blue camouflage uniforms to National Police Brigades. The uniforms are also tied to the mass kidnapping earlier this week in Baghdad at the Education Ministry.

Suspicious airline passenger to stay locked up

A federal judge overturned a lower ruling Monday and ordered detention for a man stopped at Detroit Metropolitan Airport with articles about nuclear plants and suitcase bombs and the anniversary of the Sept. 11, 2001, terrorist attacks.

U.S. District Judge Paul D. Borman ruled Sisayehiticha Dinssa, 34, was both a flight risk and a danger to the community. He overturned a ruling by U.S. Magistrate Judge R. Steven Whalen, who earlier on Monday ordered Dinssa released under strict supervision.

Dinssa, an Ethiopian-born U.S. citizen who lists his address as Dallas, Texas, was arrested Tuesday at Detroit Metropolitan Airport after arriving from Kenya by way of Amsterdam.

He is charged with currency smuggling after telling Customs agents he was only carrying about $18,000 before a search of his luggage turned up nearly $80,000.

Though he faces no terrorism charges to date, Assistant U.S. Attorney Leonid Feller told Borman that evidence found in Dinssa's luggage and inside his laptop computer makes him a potential threat to national security.

Agents found articles about nuclear plants, suitcase bombs and a hard-copy commemorative edition of the Dallas Morning News from Sept. 11, 2002 -- the one-year anniversary of the terrorist attacks on the World Trade Center and Pentagon, Feller said.

Agents also found a hand-written note saying: "This community is angry. Something is going to happen. We are going to see justice. This is a powder keg waiting to go off."

Did Cold War Secrets Die in Bulgarian ‘Suicide’ ?

SOFIA, Nov. 20 — In a cold war-style drama in one of the last places in Europe to tackle its Communist-era legacy, the sudden death of the man in charge of a key Bulgarian secret police archive that was about to be declassified has created a political uproar.

The man, Bozhidar Doychev, 61, had served since 1991 as director of the National Intelligence Service archive, which is believed to contain information about the shooting of Pope John Paul II in 1981 and the assassination of the Bulgarian dissident, Georgi I. Markov, as well as records on current officials who may have worked for the secret police.(snip)

Paper Reports 'Merger' Of North African Groups

Barcelona, 20 Nov. (AKI) - Al-Qaeda has instructed the Algerian terror formation the Salafite Group for Preaching and Combat (GSPC) to take under its command other groups such as Morocco's Islamic Combat Group, several extremist Tunisian groups and Libya's Islamic Group, forming a single terror network for North Africa and Europe, Catalan daily El Periodico reports, citing unnamed Spanish anti-terror intelligence sources.

GSPC operatives are reported to be travelling all over Europe to put the various North African terror cells located there in touch with each other, worried anti-terror sources say. Investigators have noted extensive contacts and financial flows between groups in Spain, Italy (especially the northern city of Milan), Holland, Belgium and France, El Periodico said.

Philippines: Terrorists Trained Muslim Rebels, Says Intelligence Official

Cotabato City, 20 Nov. Militants kill ‘US spy’ cleric
Monday, November 20, 2006

RAZMAK: Militants killed a pro-government religious leader in North Waziristan on Sunday for allegedly spying for US-led coalition forces. Maulana Muhammad Hashim’s body was found on a road in Fateh Muhammad Kot on Sunday. A note found near Hashim’s body said that anyone spying for the US would be killed.

Hashim belonged to Paktia and was a friend of Maulana Salahuddin who was murdered a few days ago on the same charge. The Razmak assistant political agent said that it was not known whether Hashim had been killed on the Afghan side of the border or the Pakistani side.

Somali regional president to follow Islamic law
Last update: November 20, 2006

MOGADISHU, SOMALIA - The president of a semi-autonomous region in northeastern Somalia said Monday that he will rule according to Islamic law, a surprising announcement in an area that has resisted the spread of Islamic militants who control much of the country's south.

Puntland President Gen. Addeh Museh did not cite a reason for his decision, but it comes amid increasing fears that the Council of Islamic Courts will try to seize his territory. The move also isolates Somalia's official government, which has watched helplessly as the Islamic movement steadily gained ground since June.

Russia: Islamist Editor Jailed For Five Years
November 20, 2006

News from Interfax, Moscow Times and Reuters AlertNet reports that a journalist editor was jailed today for five years for writing on terrorist atrocities, while simultaneously praising those who carried out acts of terror.

Boris Stomakhin was editor of the monthly newspaper Radikalnaya Politika. He also wrote for the Islamist rebel website Kavkaz Center, which is distributed from a server in Lithuania. He had frequently referred to Russia's involvement in Chechnya as an "occupation". He had first been investigated in December 2003, but his trial did not begin until last month. The reason for this was that Stomakhin had gone into hiding, and was only arrested in March this year.

Egyptian crackdown keeps Muslim Brotherhood in check
November 21 2006 02:00

Egypt has banned leaders of the Muslim Brotherhood from travelling outside the country and prevented its members from running in trades union and student elections in the latest crackdown since the outlawed group won a fifth of the seats in parliament a year ago, according to a senior Brotherhood official.

Mohamed Habib, the Brotherhood's deputy leader, said that about 100 members of the group were still in jail following successive waves of arrests this year.

Islamic group calls for Jerusalem-based caliphate
November 20, 2006

The government has received warnings that the Al-Qaida-affiliated Islamic Freedom Party is using preachers on Jerusalem's Temple Mount to call for the establishment of a world Islamic caliphate whose capital is Jerusalem.

The publications put out by the movement, which is active in Europe, specify the obligation to wage a world jihad against infidels and to enforce Islamic law.

One of the individuals associated with the Islamic Freedom Party is Sheikh Issam Amaira, who lives in Jerusalem. During Ramadan, a sign was placed near the Dome of the Rock reading "[creation of] the caliphate is a commandment from God," flanked by Islamic Freedom Party flags.

Sheikh Raed Salah, the leader of the Islamic Movement in Israel, has also spoken over the past year of Jerusalem as "the capital of the world Islamic caliphate."

In an interview with the Jordanian newspaper Al-Sabil a few days ago, Salah said all Jewish claims to the existance of the First and Second Temple are lies.
