Whether or not you think it will impact the elections when you hear the announcement, the fact is the timing was determined by events beyond anyone's control, pertaining to foreign affairs.

OK, they just said Pres. Bush will give his weekly address LIVE, out on the campaign trail. It is usually at 10:06AM.

I bet it is tied to this.

Now, is Pres. Bush in Iraq on a stump speech? He would of wanted to fly in under darkness, sunset is in 1 hour, 9:10AM EDT. Fly in at 5:40, 10 minutes to Baghdad, meet with PM, address and stump speech.
