Paris' district: 'The greatest source of concern' for the police

General Intelligence [Renseignements Généraux - RG] asserts in a confidential report, which Le Figaro obtained, that conditions are ripe for an explosion and it analyses the risk of unrest in each neighbourhood of Ile-de-France (Paris' district).

Clichy-sous-Bois, where Zyed Benna and Bouna Traore were fatally electrocuted on 27 October 2005 while trying to escape from the police, could once again become the epicentre of a wave of rioting. This is what the Central Directorate for General Intelligence fears in an eloquent "Assessment of Problem Neighbourhoods".

In that confidential report dated 11 October 2006, which was brought to Le Figaro's attention, the analysts at Place Beauvau (Interior minister) feel, in fact, that "the handling of the town of Clichy-sous-Bois in the coming days will be a decisive factor in anticipating the occurrence of unrest and its possible spread to other areas".

The report refers to an "apparent calm", while underscoring that the 30 or so burnt-out vehicles that were recorded this summer "falls very short" of the amount recorded in neighbouring communities such as Aulnay or Sevran. However, a few days away from the commemoration of the tragedy, the city that is run by PS [Socialist Party] Mayor Claude Dilain "can tip over into violence at any time".

The RG observes, "Today, a certain amount of feverishness is very perceptible among some of the town's youths, who have become critical of the work done by local associations and the purpose of the projects started on their behalf." Thus, there are allegedly many who perceived the opening of a Youth Club as a stop-gap measure. The document, which deplores the state of mind of a "youth fringe in the housing projects" of Clichy as well as Montfermeil, who are described as "deliberately hostile to any change of focus", states that "it is to be feared that tension will increase as we get closer to 27 October".

"Greater effectiveness, rapidity, vehemence"

"Since there is almost no solidarity in the regions towards the two youths who died, only serious incidents or those that receive strong media coverage could lead to outbursts in various areas," decipher the report's authors. According to them, "it is Ile-de-France that provides the greatest source of concern".

The authors, who are convinced that the possible spread of trouble would occur in a concentric manner, dwell on Seine-Saint-Denis and more particularly on Saint-Denis, Sevran, Noisy-le-Grand, Villepinte, and Montreuil, where "a small minority of hooligans make a return to calm uncertain."

"The threat will be sharpest in the sectors where there has been a perceptible resurgence in tension over the past weeks," the report adds in reference to the attacks on policemen in the Mureaux and in Corbeil-Essonnes. According to the RG, the Yvelines, "where urban violence indicators have been on the rise since the month of April", is also included among the most explosive departments. "The groups of individuals who attack policemen seem to mobilize with much greater effectiveness, rapidity and vehemence."

Although the atmosphere in the Paris region is worrisome, the RG analysis for the provinces can be summed up with a litany of sporadic incidents, in which there is a mixture of stones being thrown at patrols, fires set in containers and acts of vandalism.

"We note the beginning of renewed urban violence following the summer calm," concludes the report. Last September, 7,327 deeds were reported. This is in excess of 350 more than the previous month. Henceforth, the RG are brandishing the spectre of outbursts "no longer spontaneous but structured, leading to taking on (...) one of the last institutional representatives still present in some areas: the police."

France has already lost over 2400 police officers (injuries and deaths) this year alone to ROP fascists that are conducting an "undeclared intifada" (according to the French Police Union Chief) against the French people and government.

The French gov't is, as usual, burying its head in the sand and blaming everyone but the islamofascists.
