According to my ex-girlfriend from Tehran, whiskey and gin are widely popular and sell well on the black market. The small Christian and Jewish communities are also allowed to possess alcohol.

It's true. I once talked to someone who runs a high-end rehab clinic who said a lot of their patients were wealthy Iranians, because there are no facilities there. Another friend, an Armenian whose family used to live in Tehran, and who still has friends back there said that being a drunk isn't seen an an illness, much less a character flaw. It's just funny. Like Otis in Mayberry. She also said Tehran's a big party town, but it's all behind closed doors.

According to my ex, they are allowed to sell it to eachother, although the importation of alcohol is banned. In essence, it all comes in through the black market.

I heard a lot of Saudis, especially their upper-class women, end up in rehab clinics. Drinking is rampant in their country due to boredom & frustration.

Hmmmm. So it is illegal to import, but you can posses. Therefore, you have committed a crime to obtain what you can legally posses or know someone who did. Just another way to keep Christians and Jews in dhimmitude I think.
