Their bomb is too big to fit on their missiles. It will be many years before they are able to miniaturize enough to put a nuke on a missile. Their only possible means of delivery at the moment is by boat or plane, either one of which is certain to be intercepted leaving their nuke and incontrovertible evidence in the hands of those they intended to attack.

The stock market is NOT going to crash, and Japan does not need nukes any faster than they needed them 24 hours ago. There is STILL no independent verification of this so-called "test" based on legitimate seismic data, so this may be nothing but a damn bluff.
If the United States goes totally apesh*t over nothing but a North Korean press release, it means that Comrade Chia Pet gets the upper hand.

We will do nothing. Bush once said we would not tolerate a nuclear nk. Silence of late. Bush once said the world will not tolerate a nuclear Iran, now we want them to have a nuclear program just not a bomb. The old kick the can down the road. We will do nothing.

Am not so sure that China disapproves of NoKo's thuggery. It might have started off as a clever ploy to constrains US influence in the region but might well backfire on the chicoms.

China does not want to go war with North Korea. Kim will being auctioning nuclear devices to the highest bidding terrorist organization. Then the terrorist organization will do what they do. It is a frickin nightmare in the makeing. South Korea, Japan, Indonesia will have to go nuclear. It will spiral out of control.
