I think he most likely meant that the American people didn't know. Of course his administration knew. They had to know. Wallace proved that when he questioned him on the timeline. Clinton's success in the time he was in office was a cheap thrill from an intern...Dereliction of duty in the worst way.

When he was defending his actions intalking about Somalia. He dismisses it as Aidid and his Muslim thugs .. that it was a peacekeeping mission ...
