I think he most likely meant that the American people didn't know. Of course his administration knew. They had to know. Wallace proved that when he questioned him on the timeline. Clinton's success in the time he was in office was a cheap thrill from an intern...Dereliction of duty in the worst way.

We always knew that they were in this "gig" for what they could get out of it.
Remember when billyblythe and hillary were attending the pay-off-trip launch of Glenn? They were excited, and he told the microphones that when they first won the presidential gig, he and hilly excitedly each made a list of things they wanted to see and do while on this great ride called the presidency. Watching a NASA launch was on hilly's list, and billy said something to the effect that he was happy that he could give it to her.
