Well, I guess they couldn't. The FBI had the *trunk* puzzle piece and the CIA had the *tail* puzzle piece. There was a huge WALL piece that held the rest of the elephant.

Yeah, the CIA nd FBI couldn't "certify" it was Bin Laden. What the keck does that mean? Either the could or could not prove it. If Bubba was a man, he'd have stated it that way. He's being a lawyer weasel with "certify".
