Garfield doesn't count. He really wasn't in office long enough to make an impact unfortunately.
I know. He was only in for 6 months before he got assassinated.
I don't agree with everything he has signed, but I will say that it says something either about Congress or this President that he hasn't had very many vetoes used.
It's probably a combination of things.

I posted a thread about "Presidential Signing Statements" several months ago.
It got very few posts I think.
Why veto when you can minimize the effect of Legislation by using Presidential clout?
I like that practice myself.
