Maybe if they spent more money on it? Seems like the last time I checked, nobody could produce an accurate figure- one billion, two billion, maybe three billion, for a program sold to the taxpayers as costing under a hundred million dollars and promoted as "self-financing."
A professional criminal will not register his "tools of the trade" anyway, and a psychopath like this character is a menace whether armed with something that shoots or driving his car.
Until we can predict criminal activity beforehand, the best cure for this kind of problem is someone else with a gun cutting him down before he did too much damage to others.
