Governor Schwarzenegger Signs Legislation to Expand Preschool for Children at California’s Lowest-Performing Schools

 
Fulfilling the promise he made in his January budget to provide quality preschool targeted to the children who need it most, Governor Arnold Schwarzenegger today signed legislation to increase early education programs at the state’s lowest-performing schools. The legislation is a part of the Governor’s three-year initiative to help close the achievement gap by expanding preschool opportunities statewide.
 
“Preschool gives our kids the strong foundation they need to be successful in school and in life,” said Governor Schwarzenegger. “This proposal will ensure more than 12,000 additional children receive a high-quality preschool education.”
 
Governor Schwarzenegger signed AB 172 by Assembly member Wilma Chan, D-Oakland, which is a part of the $100 million early education investment within the Governor’s budget. 
 
Specifically, this legislation authorizes preschool programs to spend $50 million to hire more teachers, improve staff training and build literacy and outreach programs. The literacy programs will encourage parents to read to their kids and are designed to engage parents in their children’s early education. AB 172 also requires the Superintendent of Public Instruction to evaluate preschool and family literacy programs to ensure funds are well-spent.
 
This investment is in addition to $50 million within the current budget to improve preschool facilities.
 
The Governor’s budget initiative will help begin moving towards funding preschool for every four-year old living in the attendance area of a low performing school, defined as a school ranked in the bottom 30 percent by California’s academic performance index.
 
Numerous studies have tied developmental and educational benefits to preschool attendance, including a higher rate of high school graduation.   At-risk children who attend preschool are less likely to be held back or need special education and are less likely to be involved with crime as juveniles. The benefits of preschool attendance accrue over time, and have also been tied to lower use of public assistance and higher earnings.
 
Governor Schwarzenegger’s 2006-07 budget includes approximately $373 million for preschool and childcare programs serving three- to five-year olds. The 2005-06 budget appropriated $2.4 billion for child care and child development programs administered by the California Department of Education. These funds provided preschool or comparable services to 77,417 four-year olds.
 
The Governor’s spending plan fully-funds education with more than $55.1 billion. This reflects an increase of $8.1 billion, a more than 17 percent overall funding increase from 2004-05. In addition, the current budget increases per student spending to a record $11,264 - an increase of $516 from last year.

Calfornia is full of rich folks who don't mind paying a little extra , I am sure.

Odd how in the OLD DAYS, preschool was not necessary and kids did BETTER WITHOUT IT! Arnies is making the NEA proud, of course at YOUR expense and for the sake of "compassion".

Ahnold has to be the biggest phony elected to public office in recent memory. At least the rest of the Lefties don't hide their liberalism and pose as anything but liberals. This clown CAMPAIGNED as a "fiscal conservative." And back in 2003, I and Larry Elder said it was impossible for someone to be a "fiscal conservative" and a "social liberal" at the same time. You have to pay for those social programs some how. Well I hate to say "I told you so" but bend over Californians; 'cause we just took in the rear...AGAIN!
