If this pic offends anyone, they will likely be offended by anything. I really am intrigued by the incongruence of taking a posture of strength and superiority, while at the same time moving through life offended by all sorts of things.
I can't think of many things I encounter in day-to-day life that I consider genuinely 'offensive' to my sensibilities. 'Distasteful,' 'inappropriate,' or even 'alienating,' sure. Truly 'offensive?' I don't think I am that sensitive.

As for the shoulders, France is still a centralized state, even after their big decentralization a few years ago. Wouldn't there be strict requirements for passport photographs directed from Paris for all of France, especially metropolitan France (the mainland, excluding Corsica, French Guiana, etc.)?
