U.N. Employee Is Charged With Drug Smuggling

A U.N. employee used U.N. diplomatic pouches to smuggle illegal drugs as part of a ring that brought 25 tons of contraband into New York in the past year and a half, federal prosecutors and the FBI said yesterday.

Mr. Osman, a Somali citizen who had been employed at the United Nations for 29 years, was an important cog in the largest khat trafficking enterprise America has known.

Put down the joint and step away from the keyboard, this article is not about smuggling Marijuana - it's about KHAT, 25 tons of it.

Khat is an evergreen shrub grown along the Horn of Africa. Chewing the leaves has long been a custom in the countries of the region. Immigrants have brought the habit to America, where the active chemical in the leaf is as illegal as heroin.

"Here is our concern — there is an illegal government in Somalia currently and it's being run by warlords," Mr. Casuccio said, by telephone. "The funds are being sent back to facilitate those folks. We feel that some of the funds from khat are being sent back to these terrorist warlords."

Khat, which is chewed or brewed as a tea, causes euphoria, but can also lead to heart disease and violent outbursts, the indictment said.

As I recall Khat is what the Warlords give to those 'children soldiers' so they get Zombie like hopped up and go on their little killing sprees.

Marijuana it AIN'T.

The UN does something more to piss me off everyday, but I'm not going to shake my finger at them over this.

It's not as if members of our military haven't been caught smuggling drugs recently from S. America. Doesn't taint the entire military though.

Unless they have proof there is more to this than a single UN employee abusing his mailroom position...

The Single Convention on Narcotic Drugs is the international treaty against illicit drug manufacture and trafficking that forms the bedrock of the global drug control regime. Previous treaties had only controlled opium, coca, and derivatives such as morphine and heroin. The Single Convention, adopted in 1961, consolidated those treaties, broadening their scope to include cannabis and allow control of any drugs with similar effects to those specified in the treaty. The Commission on Narcotic Drugs and the World Health Organization were empowered to add, remove, and transfer drugs among the treaty's four Schedules of controlled substances. The International Narcotics Control Board was put in charge of administering controls on drug production, international trade, and dispensation. The United Nations Office on Drugs and Crime (UNODC) was delegated the Board's day-to-day work of monitoring the situation in each country and working with national authorities to ensure compliance with the Single Convention. This treaty has since been supplemented by the Convention on Psychotropic Substances, which controls LSD, Ecstasy, and other psychoactive pharmaceuticals, and the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, which strengthens provisions against money laundering and other drug-related offenses.

Influence on domestic legislation

Since the Single Convention is not self-executing, Parties must pass laws to carry out its provisions. The United Nations Office on Drugs and Crime works with countries' legislatures to ensure compliance. As a result, most of the national drug statutes in the UNODC's legal library share a high degree of conformity with the Single Convention and its supplementary treaties, the 1971 Convention on Psychotropic Substances and the 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. The Single Convention has been extremely influential in standardizing national drug control laws. In particular, the United States' Controlled Substances Act of 1970 and the United Kingdom's Misuse of Drugs Act 1971 were designed to fulfill treaty obligations. Both Acts include analogous schemes of drug Scheduling, along with similar procedures for adding, removing, and transferring drugs among the Schedules. The Controlled Substances Act follows the Single Convention's lead in granting a public health authority a central role in drug Scheduling decisions. It also includes a provision mandating that federal authorities control all drugs of abuse at least as strictly as required by the Single Convention(21 U.S.C. § 811(d)).

So sorry I was vague with my sarcasm - but - I meant to illustrate that the U.N. is overseer of our nation's war against cannabis and yet have those within it's ranks that are smuggling drugs themselves.

BTW - khat doesn't seem all that dangerous. I'm just glad it wasn't some powdered substance.
