No, they are trying to ever-expand the beaurocracy. In this grasp of power by the present gum't, in the name of "Patriot" and "Liberty" has revealed the great disdane for legal process.
They pontificate about fixing a problem by passing a rule or law, then they don't bother to fund it. Look for the Pubbie Label. I gave mine back!
Also, the way the regulations were written in Texas, (and probably other states), there is nothing to keep them from including your dog and/or cat in these regulations. If you call them up, they'll claim, "no dogs and cats aren't a part of it", but when you press them, if you do so hard enough, you can get them to admit that the way the law was written, your dog, cat, or parrot would be subject to these regulations. That they aren't currently requiring you to chip your dog is entirely at their descretion.
Don't you just love it when the state and big agro is looking out for you?
