Sounds like all they really had to do was close the prison and lock the doors so that the guards effectively became inmates.

Update of Fatal Shooting at Federal Detention Center
The Department of Justice reports this morning's shooting took place as a Department of Justice inspector general agent was trying to arrest two or more Federal Correctional Institution guards on corruption charges. The guards apparently resisted, pulled their guns and at least one guard opened fire. The inspector general agent was killed. At this point, all indications are that the other two people wounded were the guards facing corruption charges. The guards were believed to be conspiring with inmates. The representative from the Department of Justice believes this was the first time an inspector general agent was killed in the line of duty. Up to six prison guards may be facing charges in this case.

The agents were not expecting the prison guards to be armed, the official said, though he could not immediately explain why. Because prison guards are never armed if they are in a location where prisoners might be able to grab the weapon.

The six guards were indicted by a grand jury Tuesday on charges alleging, among other things, that they exchanged contraband such as alcohol, drugs and money for sex with female inmates over a two-year period and used it to buy inmates' silence. When FBI agents and Justice Department investigators arrived at the center Wednesday morning to arrest the six men, one of the indicted guards shot a federal correctional institution officer, said FBI spokesman John Girgenti. He said the officers fired back.The agents were not expecting the prison guards to be armed, the law enforcement official told the AP, though he could not immediately explain why.
