And yet he got 70% in a Republican primary.1. People don't follow politics like you and I do, even Republican primary voters.
2.Republican primary voters are (small c conservative) IOW they don't turn out incumbents. Last incumbent Republican Senator to lose a primary was king RINO Jacob Javits in 1980.
3. Also, the two candidates running against DeWine had no money, no name recognition, and little media coverage.

If Javits is king RINO then what's Arlen Specter? The queen? :)
Seriously though, no one I talked to from Ohio voted for Dewine, although there was only 25% voter turnout.

If Javits is king RINO then what's Arlen Specter? The queen? :) Jacob Javits had a lifetime ACU rating in, or near the single didgits.
Arleen's is in the 40's IIRC.
As bad as our RINOs are today - none match Javitz, Jeffords, and Weiker.

40%ers (today's RINO's), versus 10%ers (70's and 80's RINOs). They are detestable but not in the same league.
Although, Chaffee is getting close to Hall of Fame RINO numbers, the others will never quite make the RINO pantheon*.
I'll get you some numbers that back this up later.
* The RINO pantheon is reserved for those with career ACU ratings of 25 and lower and have voted against at least one conservative supreme court justice.

ME: Cohen 48 (1980), today Snowe (32/50) and Collins (32/55)
CT Lowell Weiker (1980) 20
NY Jacob Javits (1980) ZERO
Today: OH Dewine 56 (2005) but an 80 Lifetime.

Zero? Yikes. Although numbers don't tell the whole story,
none of those senators have ever had a conservative thought in their minds.
