The US has launched a diplomatic campaign to block Venezuela's bid to become a member of the United Nations security council out of concern that Hugo Chávez's government would use its seat to try to block punitive measures against Iran.
Washington has publicly backed Guatemala's rival effort to take the two-year rotating council next year, but it has reportedly gone further in recent weeks - threatening retaliatory action against Latin American countries who support the Venezuelan bid.

I've got a simple solution. Let Venezuala have our seat on the security council. Right after the UN is kicked out of New York and settles in say, Paris (minus the U.S. as a member).

if any countries should be added or removed, new countries should be big, candidates being india and potentially Brazil ( the Americas have only around one billion people, and the United States is a member) and Japan (large economy, mediumlarge population that has started to decline, small area, nearby neighbor member, People's Republic of China). Europe should be reduced. Russia, the United Kingdom, and France should not all be members. Europe should only have one member, the United Kingdom or Germany (though Germany's population is set to decline and the United Kingdom's is only growing slowly). Africa should theoretically have a member, but there aren't any strongly powerful African countries (including South Africa), and Africa probably contributes little to the United Nations. Australia/Oceania and Antarctica could not have a member because of small populations, Antarctica not having a native one or any nationals. Venezuela is a tiny country compared with others around the world.

I still think the UN should be forcibly relocated to the Congo or Somalia. Plenty of people in both countries probably have a few things they would like to discuss with the UN.

I believe you misunderstand; Venezuela is up for election to one of the rotating seats on the Security Council, as all nations in the world are eligible for. This has nothing to do with the 5-seat Permanent Council members.
