SACRAMENTO In a new television ad, Gov. Arnold Schwarzenegger says his Democratic rival, Phil Angelides, will take the state backward "to a time we never want to see again," which the ad says was "when soaring taxes forced jobs and businesses to flee our state."
The problem is, there is no such time.
Campaign officials acknowledged Friday that the ad refers to the administration of former Gov. Gray Davis, who presided over the stock market bust and the recession and state budget crisis that followed.
But Davis did not raise taxes, except for suspending a few small credits, such as one for teachers - which Schwarzenegger also suspended. Davis allowed the vehicle license fee to go up at the very end of his tenure, but Schwarzenegger rescinded it and refunded the money as soon as he took office.
The idea that California has lost a significant number of jobs from businesses leaving the state was also debunked in a recent study by the California Public Policy Institute.
While more jobs do leave California than come in, the losses are negligible, the study found. The loss was never more than one-tenth of one percent of the jobs in California in the period studied, 1993 through 2002.

But if they are too high, it is not because Davis raised them. In fact, the last California governor to significantly raise taxes was a Republican, Pete Wilson.
Davis actually cut some small taxes when the economy was booming. At the peak of the recession, Davis eliminated some tax credits, including the one for teachers.
But Schwarzenegger also cut the teacher tax credit during his first two years in office, in effect raising taxes. This year, he proposes doing it again.

OK, Californians, recount to us a few of the GrayDavisisms that helped paralyze the state of California. Didn't he lock the power generators into the natgas market at the worst possible time?

The power problem was the big problem IMO. As governor, he scoffed at widespread opinions a la "wait a minute, this was written by the power companies, this isn't really deregulation, and there's a lot of potential for abuse here".
Any notion that he "raised" the vehicle tax is pure BS and anybody with less ideologically blind than Rush Limbaugh knows it.

My wife is a superb teacher, and I have not seen anyone work so hard for so many hours since I quit my previous career as a roofer.
Under Davis I saw our SDI go up and yes, Davis did raise dmv fees.
The problem California had was a tax rate that was set during boom times, then after the internet bubble burst, he did nothing. Rather than cutting back, Gray Davis did nothing.
The government spending, as a proportion of the state economy went way up. It was widely recognized that cutbacks would be needed, but wouldn't happen under Gray. State bankruptcy seemed to be necessary. The Car tax was passed in that environment, but it was widely recognized that it was the first of many. Businesses were considering moving, others cut back on plans to expand in CA.
The recall election stopped that. Arnold managed to negotiate some spending cuts which took effect until the economy came back.
Phil is having the John Kerry problem, he has a tax hike that will not nearly cover all his new spending promises. He top adviser is good old Bob Mullhold who is vowing the new governor will take away the state issue cars of Republicans who do not vote for the tax hikes.
In all the years she has been a teacher, she has refused -- even under substantial pressure from other teachers -- to join the NEA.
She has made it a point not to send them one dime.
What a piece of lying, contridicting garbage article this was. It says, "at no time...", then goes on in the next paragraph or two and says when IT DID HAPPEN during Davis's term.

Maybe we need a 3 month moratorium on political ads after primaries and not until 1 month before election day?
If ya ever wonder where the simple politician went, now ya know. The media thrives on fomenting issues and laying on the innuendos. Thise with enough bucks backing them play the game that our electoral process has become to many..
We, of course, dutifully pass judgment here on both sides, sometimes politely, sometimes not so... and as always..

One of the reasons the Props of the Special Elections lost was that the unions started to advertise and saturated the media EARLY. By the time Arnold and pro-proposition force started to advertise, it was too late.
Arnold is NOT making that mistake again.
He is doing the right thing, coming out and defining himself, instead of waiting and allowing the Dems to define him.
