LOS ANGELES The U.S. Border Patrol is alerting the Mexican government to the locations of civilian border patrol groups when the organizations help detain suspected illegal immigrants or use violence against them, according to a published report.
U.S. Customs and Border Protection spokesman Mario Martinez told the Inland Valley Daily Bulletin of Ontario that the policy is meant to assure the Mexican government that migrants' rights are being observed.

So you think the democrats will do a better job? Are they going to do your will every time you snap your fingers? Will you be happier then?
"He's pointing to an issue (an important one) that is being ursurped by political opportunists who are Bush's enemies, that are currently twisting the facts and the administration current position on illegal immigration in order to fracture the President's voter base...it's pretty obvious. It's unfortunate that so many, like, you are willing to pander to this classic tool of deception in modern politics...but keep on keeping on..."
what a load of crap. Bush's enemies can't do anything to make worse what we already know to be true based on what Bush himself has said and done. What 'tool of deception' or 'twisting of the facts' was used to convince me that Bush refuses to effectively secure our borders and is willing to reward illegal entry with amnesty.
GWB is so very wrong about this issue and has walked to the other side, joining the left on it. You expect us to follow?
You are right that it is fracturing the base. And it will remain fractured until Bush, and the GOP, get the courage to say that illegal immigration is wrong, it's hurting our economy, employers of illegals will be vigorously punished and the welcome mat for illegals will be pulled up with increased deportation and a wall is built on the U.S./Mexico border. That will solve the political problems. Unless the Republicans can contrast themselves from the Democrats, the Republicans are going to have serious problems.
And I've also mentioned that it is extremely insulting to try to scare conservatives into voting for RINOs. It's the same fear tactic that the Dems pull on seniors with social security. A lot of people who are frustrated with Bush aren't going to be intimidated into holding their noses while they vore Republican. Conservatives are independent thinkers and will rebel against efforts like yours to keep them 'on the plantation.'
If the Republicans wish to abuse their supporters, they will not have supporters.
Actually, you are the one who is ill-informed
1. The Inland Valley Bulletin is NO liberal newspaper
2. Sarah A. Carter is no liberal reporter, she has been on the border doing investigative reporting about illegals for awhile now. Oh yeah, and the Border Patrol talks to her, it is their way of getting the message out of how bad it is on the border.
"Bush had a plan for immigration"
Bush's plan for immigration is open borders and amnesty.
Don't you get it that that's why conservatives, unlike your self, are upset?
You also posted, "You're being a good little puppet". What projection! Don't you see that you are the one being used by the "stay in power at any cost" Republicans.
I'm sorry, but many of us think that the invasion of our Country by illegal aliens is too high a cost just to tow the party line.
But because you agree with their position, the rest of us are wrong.
The democrats keep getting in the way. I suppose you think if we get the Republicans out of the way the democrats would do better? You're hanging the Republicans before the trial.
Why not get the democrats out of the way so things could fly straight to the presidents desk? Wouldn't that be a wiser choice?
I think we can all agree that illegal immigration is an issue...but to the extent to which it has become hysteria, and to the extent that many are solely blaming Bush and the Republican Congress for it...is amazing, and showing a certifiable disregard for the facts and spun propaganda out there.
Just know u r not alone in your observations. I made the same point on a thread yesterday, was beat up for it...by the "Jorge" Bush groupthink crowd.
In Hoc.
I want to see reporters asking questions about it at the next White House media briefing.
Fine. Have a temper tantrum, but if the democrats take over and the borders are gone all together, that bitter pill belongs to people like you. You helped it happen.
Hey, it's back up!
Isn't this the most insane thing you've ever seen?
They own the presidency, the house & the senate.........and they still say give us more and we will fix it.
At what point do you think it will be enough control?
If they had the intestinal fortitude and our best interest at heart, this country would be damn near fixed, not sliding left as we speak.
U.S. tipping Mexico to Minuteman patrols By Sara A. Carter, Staff Writer
While Minuteman civilian patrols are keeping an eye out for illegal border crossers, the U.S. Border Patrol is keeping an eye out for Minutemen -- and telling the Mexican government where they are.
According to three documents on the Mexican Secretary of Foreign Relations Web site, the U.S. Border Patrol is to notify the Mexican government as to the location of Minutemen and other civilian border patrol groups when they participate in apprehending illegal immigrants -- and if and when violence is used against border crossers.
A U.S. Customs and Border Protection spokesman confirmed the notification process, describing it as a standard procedure meant to reassure the Mexican government that migrants' rights are being observed.
"It's not a secret where the Minuteman volunteers are going to be," Mario Martinez said Monday.
"This ... simply makes two basic statements -- that we will not allow any lawlessness of any type, and that if an alien is encountered by a Minuteman or arrested by the Minuteman, then we will allow that government to interview the person."
Minuteman members were not so sanguine about the arrangement, however, saying that reporting their location to Mexican officials nullifies their effectiveness along the border and could endanger their lives.
"Now we know why it seemed like Mexican officials knew where we were all the time," said Chris Simcox, founder of the Minuteman Civil Defense Corps. "It's unbelievable that our own government agency is sending intelligence to another country. They are sending intelligence to a nation where corruption runs rampant, and that could be getting into the hands of criminal cartels.
"They just basically endangered the lives of American people."
Officials with the Mexican consulate in Washington, D.C., could not be reached for comment Monday.
Martinez said reporting the location of immigrant apprehensions to consulate representatives is common practice if an illegal immigrant requests counsel or believes they have been mistreated.
"Once an illegal alien is apprehended, they can request counsel," he said. "We have to give their counsel the information about their apprehension, and that includes where they are apprehended, whether a Minuteman volunteer spotted them or a citizen."
Martinez said Mexico's official perception of the civilian groups is that they are vigilantes, a belief the Border Patrol hoped to allay by entering into the cooperative agreement.
One of the documents on the Web site, "Actions of the Mexican Government in Relation to the Activities of Vigilante Groups," states that Mexican consulate representatives stay in close contact with Border Patrol chiefs to ensure the safety of migrants trying to enter the U.S., those being detained and the actions of all "vigilantes" along the border.
"The Mexican consul in Presidio also contacted the chief of the Border Patrol in the Marfa Sector to solicit his cooperation in case they detect any activity of `vigilantes,´ and was told to immediately contact the consulate if there was," according to the document.
"Presidio" refers to Presidio County, Texas, which is in the Big Bend region and a gateway to northern Mexico. The document also describes a meeting with San Diego Border Patrol sector chief Darryl Griffen.
"(Griffen) said that the Border Patrol will not permit any violence or any actions contrary to the law by the groups, and he is continuously aware of (the volunteer organizations') operations," according to the document. "Mr. Griffen reiterated to the undersecretary his promise to notify the General Consul right away when the vigilantes detain or participate in the detention of any undocumented Mexicans."
The documents specifically named the Minuteman Civil Defense Corps and its patrols, which began monitoring Arizona's southern border in April 2005, as well as Friends of the Border Patrol, a Chino-based nonprofit.
TJ Bonner, president of the National Border Patrol Council, a union representing more than 10,000 Border Patrol agents, said agents have complained for years about the Mexican consulate's influence over the agency.
"It worries me (that the Mexican government) seems to be unduly influencing our enforcement policies. That's not a legitimate role for any foreign nation," Bonner said, though he added, "It doesn't surprise me."
Border Patrol agents interviewed by the Daily Bulletin said they have been asked to report to sector headquarters the location of all civilian volunteer groups, but to not file the groups' names in reports if they spot illegal immigrants.
"Last year an internal memo notified all agents not to give credit to Minuteman volunteers or others who call in sightings of illegal aliens," said one agent, who spoke on the condition he not be identified. "We were told to list it as a citizen call and leave it at that. Many times, we were told not to go out to Minuteman calls."
The document also mentions locations of field operations of Friends of the Border Patrol, which patrolled the San Diego sector from June to November 2005.
Mexican officials had access to the exact location of the group founded by Andy Ramirez, which ran its patrols from the Rough Acre Ranch, a private property in McCain Valley.
Ramirez said that for safety reasons, he disclosed the location of his ranch patrol only to San Diego Border Patrol and law enforcement officials. The group did not apprehend or spot any undocumented migrants in that area.
"We did not release this information ... to the media or anyone else," Ramirez said. "We didn't want to publicize that information. But there it is, right on the Mexican government's Web site, and our government gave it to them."
Seems to me, the Republican party, themselves are having a go at this, too.
Last week a wonderful example was presented on a few threads here. Since Bush was elected in 2000, there have been fewer employer enforement actions by the Dept of Justice (for hiring illegals) than the lowest year of enforement action during the Clinton Administration. Bush is not pushing for immigration enforement. He is, with the current bill, supporting amnesty for illegals and a path to citizenship. This is an insult to all the legal immigrants who are playing by the rules, paying the fees, getting the criminal background and health checks. Applications from 10 years ago for a legal immigrant who is petitioning for their wife and kids to come to the U.S. are now being processed. For an LPR holder to bring in their wife and kids, the wait is anticipated to be 20 years with current immigration levels. Illegals will be able to bring in their families immediately. The estimate is Bush's bill will let 30 million into the country - approximately 25-30% the population of Mexico. Current legal immigrants will ahve even longer processing times while the Dept of Justice deals with the surge in illegal immigrant requests.
Yep. Some FReepers are falling for it hook, line, and sinker. They're taking the bait.
You'd think they'd have caught on to it by now. They're usually pretty astute about these things. It's slipping right under their radar.
This is a disgrace. Screw you federal government.
I'll be happy if the current crop of RINO's would be replaced with conservatives. What's the difference between voting for a RINO and voting for a Dem. They are both going to be doing the same job. And like I said before, people don't like threats. 'OHHHH you had better vote Republican because the Dems are worse!' Yes they are, but if that's your attitude, it isn't going to get people to go to the polls at all. It will keep them home and then you can ponder why the Republicans lost the election to the Dems.
On the other hand, why do you support illegal immigration? Why do you support thousands of people streaming across the border? Why do you support illegals driving down the wages of unskilled workers? You seem to be very worried that the voters may take their frustrations out on candidates who support illegal immigration.
Unless you are referring to another person, your comment suggests that Mario Martinez is a Mexican. The article identifies Martinez as a U.S. Customs and Border Protection spokesman. It would stand to reason- though in this day and age, let's not take it for granted- that Martinez is a U.S. citizen.
On a related note, and perhaps more importantly- Apart from the notion that this "spam" was meant to inflict further damage on the GOP, are you concerned that it is true that the U.S. Border Patrol is collaborating with the Mexican government to assure the safe passage of illegal immigrants, at the potential peril of U.S. citizens?
Did you hear about this? DUBAI CO. TAKES OVER 9 US MILITARY FACILITIES
When it comes to our national security, this president sucks and that is all there is to it.
You might have a point, except this is being reported by Fox News and isn't just a blogsphere claim.
