"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

If I could humbly offer ANY advice it would be to read Ari Fletcher's excellent book about his years as WH press secretary.
I didn't expect to enjoy the book but read it anyway and actually loved it and think the book is instructive on how the press takes comments at the briefings and twists them to meet their agenda.
A way around that little problem might be to challenge them to get their reporting right. It's not rocket science, after all, to quote someone; mostly they are transcribers, and not very good ones at that.
...and Iraq having a unity government. Which is something we don't have right now!
Whenever I encounter someone who's complaining about GWB for any reason, I very calmly say, "I know exactly how you feel. I endured 8 years of Clinton. So I sincerely empathize."

Well, then, White House and Mr. Press Secretary, I STRONGLY suggest they do this for the briefings. I think it would be VERY helpful to the Administration to do so.
