"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

Fred Barnes on Fox says the Press Sec job is Tony's to take, but that he has to touch a few bases first. Fred says he will be a Press Sec that will fight back. Says it will be a couple of days before we hear. He expects to see Tony at the podium in a few days.
Fred Barnes on FNC: I think it's Tony's job to accept; he's the president's choice and we'll probably hear in a day or two that Tony is the press secretary. He'll be very different than Scott McClellan.
He's known all over the country and will be a press secy who will be a top aide and reporters will se a press secretary who fights back very toughly.
It's a tough schedule and Tony is recovering from cancer but I expect to see him at the podium in the WH in a few days. He has promoted the president's policies in a very aggressive way.
