Yep, for a long time the Pentagon has had too much of a "the Soviets are still the enemy" type organization. Rummy is trying to make the armed forces more flexible to deal with the real threats we have today which require a different skill sets. Tragically, a lot of military brass want to fight the last war...
Tony's good humor alone would drive the WH press corps 'round the bend. Tee hee
