Democrats want blacks to stay on the plantation.
Democrats do not appoint blacks to positions of real power.
Democrats expect black votes, but do nothing to earn those votes.
In recent years, there have been some signs that more blacks were getting a clue that the Republicans were a better political choice for them.
If the Republicans were doing the right thing on Immigration, a lot of blacks would consider a political switch. But that's a big If.

If the Republicans were doing the right thing on Immigration, a lot of blacks would consider a political switch. But that's a big If. And lose the Latino vote? No chance! I don't know about the rest of the country, but here in the Detroit area, there is a FAR greater chance that the latinos will actually get off there butts and vote than the African Americans.

And what is the "right thing" on immigration? A quick/dirty attempt to placate their base? Or a long-term, coordinated effort to create a situation where an almost exclusively Democratic constituency and a heavily Dem-leaning constituency politically turn on each other ... putting the Dems in a rock vs. hard spot situation that helps ensure conservative control of the federal government for the next generation?
As much as I believe in and support the whole "illegal means illegal ... what part of that didn't you understand?" argument, I do think that there is something much larger and more important at work in what Bush is doing on immigration right now.

touting an illegal immigrant Civil Rights movement create a ripe environment to enable Republicans to peel away voters from a split Democrat party.

This immigrant competition has hit black Americans especially hard. A recent New York Times report pointed out, "In 2000, 65 percent of black male high school dropouts in their 20s were jobless that is, unable to find work, not seeking it or incarcerated. By 2004, the share had grown to 72 percent, compared with 34 percent of white and 19 percent of Hispanic dropouts."
