Battlestar Galactica producer Ronald D. Moore updated his blog at Sci-Fi.Com, in which he gives feedback for the Season 2 finale, and gives hints towards what we can expect in Season 3. Here are a few excerpts from the update.
"Adama, like everyone else in the fleet, had been constantly on the run, constantly under stress, and constantly in danger of losing his life for months on end, with virtually no break from the metal walls surrounding him day in and day out." Moore wrote "When, finally, the people decided to end the long sojourn and settle on New Caprica, he had little choice but to comply with the results of a democratic election which hinged on that very question. And as the days turned into weeks, and the weeks into months, people began to relax, to believe that maybe they had really turned a corner, had really found a place to lay down their burdens and start a new life. Adama was just as vulnerable to that attractive idea as anyone else, and as the men and women under him began to clamor for a new life, as the political leadership of New Caprica began to demand more and more military resources to support the civilian population, there came the point where Adama began to believe in the mirage too. He's not perfect. He never was. He couldn't bring himself to leave his ship, but as age and fatigue began to set in, he started to let down his guard just a little -- not all at once and never completely, but just enough."

So they have abandoned the end of the first season where they had a direction to start looking for earth.
Seems like they have ripped off Robotech big time between the settlement (macross city) and the half breed baby (dana) and the human alien love (human/zentrati)
I don't look for "New Caprica" to last more than a half dozen episodes. The colonists will be rescued, or will escape the Cylons once again to rejoin their quest for Earth.
With no progress in an entire year, you would think that the camp was run by the UN (or at least by Mayor Nagin).
That's discussed in the link. The short answer is Baltar is a weak president that didn't provide the direction necessary to actually rebuild a society.
I seems this last season has been wallowing in self pity and turning on each other.
I found it a huge flaw that baltar was allowed such massive lapses in security. (he is the ONLY one doing blood tests? He has possession of a nuke and NOBODY has any security around it? [espeicially after the water sabotoge bombings] AND he goes around in public in an apparent state of sexual discussions with an imaginary friend.)
In the original series the Atlantia was the president's flagship. I though he was just a member of the original counsel of 12.
I do think they have become lost in "pc" since they adopted the budget measure of human cyclons. (seriously, they are about 65 years late on that race relations analogy)
It is a travesty that Firefly was canceled.
I think it's safe to assume that Baltar is a graduate of the Nagin School of Public Administration.
I can easily believe with incompetent and indifferent leadership they'd still be living in crapholes a year after settlement.
Maybe they'll introduce some cute little Ewoks or Wookies or something before the production deadline for Christmas toys.
but Baltar "felt your pain" of living on a crowded ship with hardly any sexual conquests.
If funny but I feel exactly the opposit. More farescape and babylone 5 but could never get into firefly.
The New Caprica story is a huge change. Based on what they've done so far, I bet it'll be a good one.

In addition to Baltar being a lousy leader, they also lost 20% of the population and likely lots of supplies when the nuke went off. And New Caprica apparently doesn't have much in the way of natural resources.
Well Firefly proves something, never put quality sci-fi on network tv.
The entire nuke thing bothers me too. I would think Adama had better sense than to allow someone to have his very own weapon of mass destruction.
I don't know where they are going with the Baltar character but it appears from the season finale, that he has become especially corrupt and inept, and surely cannot be excused of his idiosyncrasies for much longer.
