In the latest in our series about motherhood and the role of the state in encouraging couples to have more children, Hugh Schofield in Paris reflects on efforts made by successive French governments to ensure women give birth to more and more children.
When people ask why I decided to settle in France six years ago, one of my answers is that it is easier to bring up a family here. Because it's true.
On the purely financial side, there are several ways in which government policy helps those of us who choose to breed. The most important of these is a calibrated income-tax rate which means that the more children you have, the less you pay.
With three children, my wife Rebecca and I give over an annual sum to the government that is so low British friends reel in disbelief (though it is also true that income levels are much lower here than in the UK).
A further incentive is the monthly allowance of some £180 for families with three children, which rises when they reach 11.
There is the famous carte famille nombreuse (large family card), which brings us 30% reductions on trains and half-price on the metro, and the carte Paris-famille which gives us free entrance to swimming-pools and other amenities, as well as about £150 a year towards extra-curricular arts and sports.

And there is the tax deduction for home help, which makes it easier for Rebecca to work. We have a lady to help once a week, and some of the money gets written off our tax bill.

Trying to control breeding (for more or for less) only creates more problems. As usual, we can go to China and see the effects of a bad idea in action. The "One Child" policy has created a ready-made, disposable army of men who are just coming of military age and have no chance of ever getting married. China needs to get rid of them before they start trouble domestically, as idle hands (and bedrooms) find other ways to occupy themselves. Taiwan (and other nearby countries) are in for trouble in the next decade.
Think this problem/phenomena will be limited to the Red Chinese? Well, somebody's going to have to fight them...and in the future, all of our politicians will say that they are aghast that such horrible policies are conceivable to moral men even as they vote similar measures into effect.
Reproductive freedom will soon be a thing of the past in the West, as it is in China.

Considering that most of these babies are Muslims (aka future terrorists), 'le baby BOOM' is a most appropriate term.
Those who breed, rule.
You can whine about freedoms all day long, but the fact is that unless Westerners have more kids, people from other area will rush in to fill the empty space. And those people will be more inclined to enforce the Sharia than Western style freedoms. So to summarize: kids = freedom. BTW, these are only incentives they are talking about. No one is putting a gun to anyone's head to have kids.

The only reason why 'people' are "rushing to fill the empty space" is because taxpayers from all nations are paying for them to do so (welfare benefits, subsidies to dictators disguised as "relief for the people", etc). Ending Eternal Welfare and Love Wasted for Ingrates would solve that problem in our lifetimes. But that's messy and unfair and unkind and someone might call someone else a racist, so that will never happen. In the meantime, our own states help our future enemies breed and tolerate their hate speech as "diversity".
To politicos espousing these breeding plans, it's not about freedom. It's about money and power, and always has been. It's about being able to live rich, hand out goodies to your followers, and pass the bills (monetary and societal) on to someone else when you die. And the bills will only grow bigger and bigger as the number of people on this planet grows larger and larger.
