I wondered the very same thing so of course its a very good point. ;-)

In 1994, as part of the "Contract With America", Congress did pass some legislation applying the same rules we commoners had to abide by to their own offices. However, there were exceptions and unrelatedly but still irksome is that members of Congress "testifying" before some committee are not under oath while any other mere mortal is under oath and thus subject to a perjury conviction, Arrgh! :-(
