The point is that the French themselves view us as an enemy, basing their foreign policy positions solely on how best to counteract the US, so whether we view them as such or not doesn't matter, except that we should not be fooled into thinking they are our friends when they don't think so.

I would say that France is an "ally" of the U.S. -- in any endeavor -- with approximately the same sincerity and for the same sorts of motives as John McCain seeks to present himself as an "ally" of the president.
