ISLAMABAD, Pakistan -- A week of unprecedented urban fighting in the wild tribal belt of North Waziristan has left scores dead and forced thousands to flee their homes, raising the stakes in Pakistan's war on Islamic militancy along the Afghan border.

A jumbled alliance of foreign militants, local tribesmen and Islamic students eager for jihad have stepped up resistance in a region where the army already claims to have wiped out al-Qaida as a viable fighting force.

The unrest, brewing for months, is a setback to the U.S.-led war on terror. Further hampering that effort are deteriorating relations between Pakistan and Afghanistan over Afghan claims that Taliban leader Mullah Omar is hiding in Pakistan and suicide bombers are training here.

WASHINGTON, DC, United States (UPI) -- By the end of this year, the U.S. will have spent almost half a trillion dollars on Iraq since the 2003 invasion. This could easily double by the time the U.S. successfully nurtures a new Iraqi democracy to viability including returning basic services such as water, electricity and transport even to pre-war levels. To paraphrase the late great Senator Everett Dirksen of Illinois, that is getting to be 'real money.'

Meanwhile, as we 'rebuild' Iraq, what is happening here to our own society and its infrastructure?

In Los Angeles, 95 percent of outstanding homicide warrants are for illegal aliens. The lethal 18th Street Gang has an estimated 20,000 members, over half illegal aliens, according to a ranking member of the LAPD, speaking not for attribution. The LA-based MS-13 (Mara Salvatrucha), whose membership was originally limited to street-tough Salvadorans, now numbers 50,000 (10,000 in LA alone). These gangs thrive where infrastructure decays.

This criminal imprint stretches from coast to coast and is present in every major city. MS-13 arose from the defeated Marxist FMLN in El Salvador and now has links with the Cosa Nostra. FBI counterintelligence agents worry about al Qaida infiltration through Central America. MS-13 has an estimated 300,000 members in Mexico and Central America. Interestingly, its MO is to redistribute the fruits of its crimes to a network of corner stores owned and operated by Middle Eastern and Asian immigrants that sell at heavily discounted prices and causes them to think they steal from the rich to give to the poor, uncynically pirating the Robin Hood sobriquet.

With one out of four illegals caught crossing the 1,940-mile border with Mexico, the net illegal influx into the United States is between three and four million each and every year. So 20 million illegals now in the U.S. is probably a safer bet than the 12 million figure bandied about Congress. All of this adds huge costs to the nation, especially for healthcare. Pregnant women who deliver 'anchor' babies shortly after eluding border patrols have an instant U.S. citizen in the family. The 14th Amendment stipulates anyone born in the U.S. is a U.S. citizen. Anchor strains on emergency facilities have bankrupted scores of hospitals in the Border States.

WASHINGTON, March 30 (UPI) -- Relations between the United States and Haiti have been strained since U.S. and French pressure forced President Bertrand Aristide into exile in February 2004.

Now U.S. relations with the neighboring Dominican Republic are under pressure following allegations of unauthorized U.S. over-flights along the Dominican-Haitian border.

The U.S. embassy in the Dominican Republic is denying reports that last week it flew nighttime helicopter sorties near Barahona along the Dominican-Haitian border, stating that "at no time" did such flights occur.

Foreign flags create flap
Mexican banners at recent rallies prompt backlash

Recent immigration rallies in Denver and elsewhere have displayed more green, white and red than red, white and blue.
The prominence of Mexican and other foreign flags at the demonstrations has in turn created a backlash among supporters of tougher immigration laws.

Demonstrators say they carry flags from their native countries to show pride in their heritage and unity with fellow immigrants.

But those calling for a crackdown on illegal immigrants see the flags as a symbol of aggression and evidence supporting their claim that foreigners are taking over the country.

Conservative groups and commentators are railing about the flags. One nationally syndicated radio talk show host, Michael Savage, was so angry that he urged listeners Tuesday night to burn Mexican flags.

BOSNIA-HERZEGOVINA

March 30, 2006

This Travel Warning has been revised to update security information and remind American citizens of the potential danger of travel to Bosnia and Herzegovina. This Travel Warning supersedes that of August 1, 2005.

The Department of State warns U.S. citizens that there are still risks from occasional localized political violence, landmines, and unexploded ordnance in Bosnia and Herzegovina. Criminal activity has also been on the rise, particularly in urban areas, with a marked increase in reports of residential break-ins, vehicle and petty theft. There exists a substantial organized crime presence throughout Bosnia and Herzegovina; however, violent confrontations between rival criminal elements usually occur in larger cities and pose little direct threat to Americans. In one suspected instance of a criminally-related act, an explosive device was discovered on a public transit bus in Sarajevo in December 2005. Travelers are warned to exercise additional vigilance in urban areas to avoid being victimized during confrontational crime.

The international community, including American interests, continues to be the target of occasional threats. Ongoing efforts to capture persons indicted for war crimes may result in isolated local disruptions and protests. Global events may also have an impact in some communities in Bosnia and Herzegovina and lead to protests and demonstrations. In October 2005, a small group of individuals with extremist affiliations was arrested in Bosnia and Herzegovina on suspicion of planning terrorist acts. The publication in Western Europe of cartoons deemed offensive by some Muslims also motivated protests in Sarajevo in February 2006. While these incidents did not result in injury or loss of life, they are a source of concern.

U.S. government facilities worldwide remain at a heightened state of alert, and may close temporarily or suspend public services to review their security posture. The Embassy in Sarajevo has closed in the past to review its security posture and may have to do so again. In those instances, the Embassy will make every effort to continue providing emergency services to American citizens. Official U.S. government employees and affiliated personnel under the Embassy’s authority are subject to periodic travel restrictions when the security situation warrants it. These restrictions are subject to change on short notice and Americans who visit Bosnia-Herzegovina should contact the Embassy in Sarajevo for updated security information.

Although mine and unexploded ordnance clearance continues, there are still areas that international de-mining organizations consider unsafe. While urban areas have been declared “mine-safe,” not all minefield locations are known. The de-mining community recommends that people remain on hard-packed surfaces and not approach abandoned and destroyed buildings and orchards, as un-cleared mines still surround them. Families traveling with children should be especially aware of this danger and make sure the children do not stray from safe areas. Official estimates of the number of landmines and other unexploded ordnance vary, and travelers may wish to visit the web site of the Bosnia and Herzegovina Mine Action Center at www.bhmac.org for the most current information regarding landmines.

We recommend that U.S. citizens avoid crowds and demonstrations, keep a low profile in dress and actions, and stay alert for changes in the security situation. The U.S. Embassy may not be able to provide consular services to U.S. citizens in areas where local authorities will not cooperate with or protect U.S. government officials.

Americans visiting or residing in Bosnia-Herzegovina are urged to register with the nearest U.S. Embassy or Consulate through the State Department’s travel registration website, https://travelregistration.state.gov/, and to obtain updated information on travel and security within Bosnia and Herzegovina. Americans without Internet access may register directly with the nearest U.S. Embassy or Consulate. This Travel Warning updates and supersedes the Travel Warning of November 4, 2005.

The Department of State continues to urge American citizens to consider carefully the risks of travel to Liberia. Notwithstanding the UN’s deployment of 15,000 peacekeepers and 1,100 police advisors nationwide, the overall security situation remains unpredictable. There was no major civil unrest during the elections held on October 11 and November 8, or during the inauguration of the new president, Ellen Johnson Sirleaf, on January 16. However, there remains an undercurrent of political and social tension and economic hardship that could result in sporadic violence and instability.

Owing to the potential for violence, U.S. citizens should avoid crowds, political rallies, street demonstrations, and any gathering of security forces. By most measures, Liberia is one of the poorest countries in the world and the nationwide unemployment rate is very high. Foreigners, including Americans, are high-profile targets for robbery. Americans should report any threats or suspicious activity to the U.S. Embassy in Monrovia and monitor the local media for developments that may affect their safety and security.

U.S. citizens in Liberia should be aware of their surroundings at all times and use caution in traveling. Traveling alone or after dark is strongly discouraged. Poor road conditions, especially during the rainy season, and limited telecommunications limit the U.S. Embassy’s ability to assist U.S. citizens outside the Monrovia area. American employees at the U.S. Embassy have a strict 2:00 a.m. curfew, are strongly encouraged to not go out alone, but to use the buddy system, and may travel outside Monrovia only under pre-approved conditions.

Americans who remain in or travel to Liberia despite this Warning should register with the Embassy’s Consular Section through the State Department’s travel registration website, https://travelregistration.state.gov. By registering, American citizens make it easier for the Embassy to contact them in case of emergency and provide updated security information. Americans without Internet access may register directly with the Embassy, which is located at 111 United Nations Drive, Mamba Point, Monrovia, Liberia; tel. (231) 226-370; fax (231) 226-148. American citizen services are Monday - Thursday 3:00 to 5:00 and Friday 8:00 - 2:00 and 3:00 to 5:00.

"Anbar Revenge Brigade Makes Progress in the Fight Against al-Qaeda"

ARTICLE SNIPPET: "Four of the individuals killed by the Anbar Revenge Brigade were leaders of al-Qaeda and the fifth was from Ansar al-Sunnah, a group affiliated with al-Qaeda and part of Abu Musab al-Zarqawi's Mujahideen Shura Council. Little information has been released as to the names of those killed. The Anbar Revenge Brigade has a record of previous engagement against al-Qaeda. In January, al-Hayat reported that the group arrested 270 al-Qaeda and foreign terrorists in al-Anbar Province.

Much attention has been devoted to the cooperation between indigenous Iraqi insurgents and foreign al-Qaeda fighters. There is a growing trend, however, of Iraqi resistance forces turning against al-Qaeda in their effort to end the coalition military occupation. Groups like Anbar Revenge Brigade have come to the conclusion that the best way to reduce the coalition troop presence in their home regions is to flush out al-Qaeda elements in their cities. Iraqi Sunni tribal and religious leaders have been victims of al-Qaeda attacks, further turning key tribes in al-Anbar against al-Qaeda elements.

The Anbar Revenge Brigade was formed with Iraqi government and coalition military backing and support through a "security committee" initiative that attempts to place security responsibility in the hands of local residents. The Anbar Revenge Brigade and groups like it are not a formal part of Iraq's security structure. Instead, they are armed groups made up of tribal members that assist securing al-Anbar in conjunction with Iraqi security services (Assyrian News Agency, January 30). It is estimated that the Brigade consists of around 100 members.

The creation of the Anbar Revenge Brigade stemmed from meetings between provincial leaders, Iraqi security officials and coalition representatives in November 2005. The purpose of the meeting was to discuss creative solutions to step up U.S. withdrawal and to secure the cooperation of tribal elements in improving the security situation in the restive province (Arab Times, March 16)."

ARTICLE SNIPPET: "At least 13 tremors jolted the mountainous region throughout the night, state television reported, saying the first one had a preliminary magnitude of 5.1 and struck around 1 a.m. local time.

The U.S. Geological Survey reported a 5.7 magnitude quake shortly before 5 a.m. local time., followed by a 4.7 magnitude aftershock about 15 minutes later. The area had been hit by a 4.7-magnitude quake the day before, the USGS said.

The quakes were centered near Boroujerd and Doroud, two industrial cities about 210 miles southwest of Tehran, the official Islamic Republic News Agency reported.

Provincial official Ali Barani said about 200 villages were damaged, some flattened."
