"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!
To an extent that's true. However, all the security regulations (who does what) are in the Federal Register as well. I respect Duncan, but on the issue of security, I don't think it holds much water. On the transshippment of nuclear materials, I think it would have to be determined who transhipped what, under what security protocol, with what level of knowledge. Duncan does have a point if the story is exactly as he's told it, but there's been so much back and forth, I'd like to know what the facts are.
This is a long overdue provision that will equalize the power of the Executive with the power of the Legislative. The Judicial is the branch that has grabbed too much power for itself.
Interesting to see if a more conservative court will sustain the previous opinion of a more liberal court.

Agreed. Reagan fought for it, and I see no better way to get rid of wasteful earmarks than to have a line-item veto. It shouldn't take a Constitutional Amendment to get one.
Hunter's point that has the most traction from a PR standpoint, I think, is going ahead with shipping things over our objection. I'll put on my tinfoil that and wonder for a moment if that was for show.

It's a legitimate point. I don't know exactly the charge is and I have to see if I can find out exactly what incident he's citing. It may have been they had no legal authority to stop it, but I don't know the exact charge.
