Indeed.
The States have their own constitutions and although almost all of them are similar the particular veto provisions are in the State Constitution. In the Federal system, the Supreme Court held (incorrectly, IMO) that a VETO concerned everything in the bill and that severability wouldn't apply. I think the Congress and the President are actually free to decide that as a political act, but in the past the Supreme Court has not.
Now on to the "big dance" [can you say March Madness?] for Davidson.

I never had the nerve to try that. When you go to a traditional Scottish party, the men are in kilts and are all armed.
