Seriously, the only possible reason why Cheney MIGHT retire then would be to give visibility to a solid presidential candidate for 2008. If so, I sure hope they pick the right guy. Please, no RINOs. If they can't pick the right guy, better to do nothing.

Why did the White House need to know it within 18 minutes, instead of 18 hours. I would guess that Cheney's Secret Service guys reported it to the white house SS within more like 18 seconds

No. The President appoints a successor and that successor is confirmed by the Senate. At least that's the way it worked when Gerald Ford became VP.
If Cheney and Dubya went hunting together and shot each other, then Hastert would become the President.
