No. The President appoints a successor and that successor is confirmed by the Senate. At least that's the way it worked when Gerald Ford became VP.

Actually this is the ONLY appointment that requires approval from BOTH sides of the Congress--not just the Senate.

Actually, the nominee has to be confirmed by a majority of both houses of congress, as per the 25th amendment.
